SRINAGAR — The Jammu and Kashmir Government on Thursday revised the file submission protocol for all its departments in the Union Territory.

As per the order, all files pertaining to various government departments that are not assigned to an Advisor will now be submitted to the Lieutenant Governor through the Chief Secretary.

The change modifies the earlier Government Order No. 1026-JK(GAD) of 2020 of November 2, 2020 and Government Order No. 704-JK(GAD) of 2023 of June 16, 2023.

It, however, said that the files from the Home Department relating to the Unlawful Activities (Prevention) Act (UAPA) and the Public Safety Act (PSA) will continue to be submitted through the current channels of submission, without any changes.

JAMMU — The National Investigation Agency (NIA) has attached as many as seven immovable properties of a top militant belonging to the banned Pakistan-based Jaish-e-Mohammed (JeM) organisation.

In a statement issued to the news agency KNO, a spokesperson said that Sartaj Ahmed Mantoo’s properties, including land measuring 19 Marlas and 84 Sqft at Kisarigam in Pulwama district, were attached on Wednesday under Section 33 (1) of UA(P) Act, 1967, on the orders of NIA Special Court, Jammu.

The statement reads that Sartaj was arrested on January 31, 2020, and several arms, ammunitions and explosives were recovered from his possession.

“He was chargesheeted on 27th July 2020, and is currently facing trial under relevant sections of Arms Act, IPC, Explosive Substances Act, UA(P) Act and Indian Wireless Telegraphy Act, 1933,” it reads.

It added that along with his five co-accused members of JeM, he was involved in transporting freshly infiltrated militants to the Kashmir valley. “Three terrorists were killed and arms, ammunition and explosives were also seized in the case (RC-02/2020/NIA/JMU), related to a conspiracy to unleash terror attacks on security forces/apparatus as part of an anti-India agenda.”

It reads that since its formation in 2000 by Maulana Masood Azhar, JeM has carried out several attacks in India including J&K. “JeM was enlisted as a 'Designated Foreign Terrorist Organisation' by the United Nations Security Council Resolution (UNSC) 1267 and the group’s leader Maulana Masood Azhar was designated as 'Global Terrorist' in 2019 by the UNSC.”

The statement added that the NIA, just a week ago, attached six immovable properties of another top militant of JeM in Kashmir as part of its crackdown on militant operatives in J&K.

SRINAGAR — In the past five years, the Government of India has banned nine separatist groups in Jammu & Kashmir.

Details available with news agency KNO reveal that the Union Home Ministry has declared nine separatist groups in J&K as unlawful associations under the Unlawful Activities (Prevention) Act-1967, since 2019.

On February 18, 2019, the Union Home Ministry banned Jamaat-e-Islami, a cadre-based organisation with a pan-Kashmir presence. The MHA said that the outfit was involved in activities aimed at disrupting India’s integrity.

Nearly a month later, on March 22, 2019, the MHA declared the Jammu & Kashmir Liberation Front (JKLF) as an unlawful association for “supporting extremism and militancy” and indulging in “anti-national activity”.

On October 5, 2023, the Union Home Ministry banned jailed separatist leader Shabir Ahmad Shah's Jammu & Kashmir Democratic Freedom Party (JKDFP) for its "anti-India" and "pro-Pakistan" activities.

Two months later, on December 28, 203, the Union Home Ministry banned the Masarat Alam-led Muslim League, a separatist organisation, for “anti-national and secessionist” activities in J&K.

On December 31, 2023, the MHA banned Tehreek-e-Hurriyat (TeH) which was earlier headed by deceased separatist leader Syed Ali Shah Geelani.

On February 28, 2024, the MHA first banned the Muslim Conference Jammu & Kashmir (Sumji faction) and Muslim Conference Jammu & Kashmir (Bhat faction) over 'terror' charges. They were respectively part of Hurriyat (G) and Hurriyat (M) before August 5, 2019.

On March 12, 2023, the government banned the Jammu & Kashmir National Front over charges of "indulging in unlawful activities, which are prejudicial to the integrity, sovereignty, and security of the country."

On March 16, 2024, the Government of India banned four factions of Jammu & Kashmir Peoples League (JKPL) and Jammu & Kashmir Peoples Freedom League (JKPFL).

The MHA declared factions of Jammu and Kashmir Peoples League (JKPL), namely JKPL (Mukhtar Ahmed Waza), JKPL (Bashir Ahmad Tota), JKPL (Ghulam Mohammad Khan alias Sopori) also known as Jammu and Kashmir Peoples Political League and JKPL (Aziz Sheikh) led by Yaqoob Sheikh, as unlawful associations under the Unlawful Activities Prevention Act-1967.

On the same day, the Centre banned the Jammu & Kashmir Peoples Freedom League headed by Farooq Rehmani.

SRINAGAR — The Centre has constituted a tribunal consisting of Delhi High Court judges to adjudicate the ban on two factions of the Jammu and Kashmir Muslim Conference.

According to an order, the tribunal, constituted under the Unlawful Activities (Prevention) Act, will consist of Justice Neena Bansal Krishna of Delhi High Court.

The Union Ministry of Home Affairs had banned both factions of the Muslim Conference headed by Prof Abdul Ghani Bhat and Sumji respectively on February 28 under UAPA for five years.

Now, the Centre has constituted the tribunal for the purpose of adjudicating whether or not there is sufficient cause for declaring both factions as an unlawful association.

Home Minister Amit Shah stated that the Modi government has extended the ban on the 'Jammu and Kashmir Liberation Front (Mohammad Yasin Malik faction)' for an additional five years, citing the organization's involvement in activities that foster 'terrorism' and separatism in the region.

The outlawed group's activities are deemed detrimental to the security, sovereignty, and integrity of the nation, warned Shah, emphasizing that severe legal consequences await those who challenge the nation's stability.

NEW DELHI — The Indian government has established a tribunal, headed by a judge from the Delhi High Court, to determine whether there are grounds to declare Jamaat-e-Islami, Jammu and Kashmir, as an unlawful association.

The Ministry of Home Affairs (MHA) announced the formation of the tribunal through a notification issued on Wednesday.

Citing a previous notification dated February 27, 2024, published in the Gazette of India, the MHA stated, "Jamaat-e-Islami has been declared as an unlawful association."

The notification further outlined that the Central Government is exercising its powers under the Unlawful Activities (Prevention) Act, 1967, to appoint Justice Navin Chawla, Judge of the High Court of Delhi, to lead the Unlawful Activities (Prevention) Tribunal.

The tribunal's mandate is to assess whether there is sufficient cause to designate Jamaat-e-Islami as an unlawful association, as per the provisions outlined in the aforementioned Act.

This move comes after the Centre extended the ban on Jamaat-e-Islami for an additional five years on February 27, 2024. The organization was initially banned on February 28, 2019.

SRINAGAR — The Union Home Ministry on Tuesday declared the Jammu & Kashmir National Front (JKNF) headed by separatist leader Nayeem Ahmad Khan as an unlawful association under the Unlawful Activities (Prevention) Act 1967.

In a notification, the Ministry of Home Affairs declared the Jammu Kashmir National Front (JKNF) as an unlawful association.

The MHA did so by exercising powers conferred by sub-section (1) of section 3 of the Unlawful Activities (Prevention) Act, 1967.

Listing out the charges against JKNF, the MHA said that the separatist group is indulging in unlawful activities, which are prejudicial to the integrity, sovereignty, and security of the country.

The MHA said members of the JKNF have remained involved in supporting 'terrorist' activities and anti-India propaganda for fuelling secessionism in Jammu and Kashmir and providing logistic support to 'terrorists' in Jammu and Kashmir.

"The leaders and members of JKNF have been involved in mobilising violent protesters in various parts of Kashmir for perpetrating unlawful activities, including supporting terrorist activities, sustained stone pelting on security forces in Jammu and Kashmir," the MHA said.

”JKNF has constantly asked the people of Kashmir to refrain from taking part in elections and thereby targeted and hampered the very basic constitutionally recognized fundamentals of Indian democracy,” the Ministry said.

It said that JKNF and its members by their activities show sheer disrespect towards the constitutional authority and constitutional set-up of the country.

NEW DELHI — The Centre on Friday authorised all States and Union Territories to take action against three banned Jammu and Kashmir-based groups under the UAPA.

The three groups are the Muslim Conference Jammu and Kashmir (Sumji faction), Muslim Conference Jammu and Kashmir (Bhat faction) and Jamaat-e-Islami, Jammu and Kashmir.

In three identical notifications, the Union Ministry of Home Affairs said the Centre directs that all powers exercisable by it under Section 7 and Section 8 of the anti-terror Unlawful Activities (Prevention) Act (UAPA), 1967, shall be exercised by state governments and Union Territory administrations in relation to the three unlawful associations.

On February 27, the Home Ministry extended the ban on Jamaat-e-Islami, Jammu and Kashmir, for five years for continuing activities against the security, integrity and sovereignty of the nation.

A day later, it announced that the Muslim Conference Jammu and Kashmir (Sumji faction) and the Muslim Conference Jammu and Kashmir (Bhat faction) were also declared as banned groups for their anti-India and pro-Pakistan propaganda, besides asking people to refrain from taking part in elections.

SRINAGAR — The Centre on Wednesday banned two factions of the Jammu and Kashmir Muslim Conference led by Haji Ghulam Nabi Sumji and Prof Abdul Gani Bhat over anti-national activities.

Home Minister Amit Shah in a post on X said that by striking 'terror' networks with undiminished vehemence, the government has declared the Muslim Conference (Sumji faction) and Muslim Conference (Bhat faction) as Unlawful Associations.

He said that these outfits have been engaging in activities against the sovereignty and integrity of the nation.

"PM Modi's government is determined to uproot terrorism and anyone involved in unlawful activities will face dire consequences," he said.

SRINAGAR — The Ministry of Home Affairs, Government of India on Tuesday announced the extension of the ban as an 'Unlawful Association' on Jamaat-e-Islami (JeI) Jammu Kashmir for another five years under Section 3(1) of the Unlawful Activities (Prevention) Act (UAPA) 1967.

Taking to microblogging site ‘X’, Home Minister Amit Shah wrote, “Pursuing PM @narendramodi Ji's policy of zero tolerance against terrorism and separatism, the government has extended the ban on Jamaat-e-Islami, Jammu Kashmir for five years.”

“The organisation is found continuing its activities against the security, integrity and sovereignty of the nation. The outfit was first declared an 'Unlawful Association' on 28 February 2019. Anyone threatening the security of the nation will face ruthless measures (sic.),” reads the post.

The last ban on the ‘Jamaat-e-Islami Jammu Kashmir’ was imposed, vide Gazette Notification Number S.O. 1069(E), dated the 28th February, 2019.

Many criminal cases have been registered against the Jamaat-e-Islami Jammu Kashmir and its members under various sections of law including the Unlawful Activities (Prevention) Act, 1967.

SRINAGAR — The Centre on Wednesday declared Muslim League Jammu and Kashmir, led by incarcerated separatist leader Masarat Alam Bhat, as an ‘Unlawful Association’ and banned it for five years under Unlawful Activities (Prevention) Act (UAPA).

SRINAGAR — The Unlawful Activities Prevention Act (UAPA) charges against seven students of Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) in Ganderbal, initially arrested after India's defeat to Australia in the World Cup on November 19, have been dropped.

The students, all enrolled at SKUAST in Ganderbal, were granted bail, and their legal representation was provided by Advocate Shafiq Bhat. He confirmed to the news agency KNS that the UAPA charges against them have been dropped by the government.

The arrest had taken place following allegations of the students raising anti-India slogans and celebrating the Indian cricket team's loss in the World Cup 2023 final. The students faced charges under various sections of the UAPA and the Indian Penal Code (IPC).

"Glad to know that UAPA charges against SKUAST students have been dropped. Finally, good sense has prevailed & their future saved from jeopardy," the PDP chief and former chief minister Mehbooba Mufti said in a post on X.

Earlier, parents, the Student Association, and politicians urged the government to drop the charges against them.

SRINAGAR — Jammu and Kashmir Police on Tuesday issued a rebuttal in response to opinions and comments in the backdrop of legal cognisance taken after 'anti-India sloganeering and intimidation' after India lost to Australia in the ICC Cricket World Cup final.

"A number of opinions and comments have been made on the legal cognisance taken of the happenings surrounding anti-India sloganeering and intimidation of others who did not agree with them in a university after the conclusion of World Cup cricket match," wrote J&K Police, District Ganderbal on its X handle.

"Two relevant aspects are brought to public knowledge. First: It is not merely about raising pro-Pakistan slogans. It is about the full context in which the sloganeering took place. These slogans, as has usually been the case with a select few bullies, were aired to intimidate those who disagreed and also to identify and vilify those who choose to keep a distance," it said.

"It is also about normalising an abnormal: that everyone hates India (as different from the government of the day and party in power) ‘openly’. This abnormal and false thing is practised mostly on the back of separatist and terrorist networks. In other words, the aim is not to air the personal preference of a particular sporting team. It is not about dissent or freedom of expression. It is about terrorising others who may be nourishing pro-India feelings or anti-Pakistan feelings or disagreeing. There were written complaints to evidence this," the post reads.

It added, "The second aspect is the application of the right law. Section 13 of UAPA is about inciting, advocating and encouraging separatist ideology. It is not about planning, aiding and executing actual terror acts. It classifies such actions as unlawful. In contrast to other provisions of the act, it is a softer provision of the act."

"Hence as per the content of the complaints, FIR No. 317/2023 stands registered and Section 13 of UAPA invoked for inciting and abetting the unlawful activities. Section 505 and 506 of IPC too has been invoked for ‘public mischief’ and ‘criminal intimidation’ respectively," reads the post.

"It is pertinent to mention that the FIR is lodged on the basis of written complaints received and relevant sections are invoked as per the contents of the complaint," concludes the post.

It is pertinent to mention here that seven students from Sher-e-Kashmir University’s Veterinary Sciences & Animal Husbandry Department were booked by the district police under various sections.

SRINAGAR — The State Investigation Agency (SIA) and the Executive Wing of J&K Police has widened the legal framework against 'militancy funding' by attaching 124 properties, land and buildings, situated across J&K at 86 locations.

"These properties, during the course of investigation in militancy-related cases, have been established prima facia to be either proceeds of militancy or used in such activities which are aimed at furtherance of militancy and secessionism," a statement issued to the news agency KNO reads.

The statement added, “Invoking provisions of section 8 and section 25 of Unlawful Activities Prevention Act (UAPA), SIA and executive wing of the police, after orders from competent authorities designated under UAPA, have set into motion legal process for forfeiture of these tainted properties, by courts having relevant legal and territorial jurisdiction.”

Nearly, 77 of these properties belong to the proscribed organization Jamat-e-Islami, which has been notified under Section 08 of UAPA in case FIR number 17/2019 U/S 10, 11 and 13 UA (P) Act of Police Station Batamaloo being investigated by SIA, the statement added.

“Exhibiting strong resolve against terrorism, the action, therefore, has been taken following due process of law, to deracinate the terror support system, as per requirements of international charters and conventions against terrorism,” it added.

SRINAGAR — National Investigation Agency (NIA) on Friday attached the property of a Hizbul Mujahideen commander (based in Pakistan) Basit Reshi in Sopore area of north Kashmir, officials said here.





Basit, affiliated with Pak based militant organization - Hizbul Mujahideen and a resident of Hardshiva in Sopore was declared a designated "Terrorist" under the UAPA (a stringent act legislated to control militant activities) by the Ministry of Home Affairs (MHA) recently. The NIA stated that Basit is currently working for The Resistance Front (TRF).





An official told the news agency KNO that the immovable property (agriculture land) around nine marlas falling under the Khasra No. 1962, 1945 at Edipora in Zaingeer Tehsil was attached by the National Investigation Agency (NIA) which was accompanied by the Jammu and Kashmir Police by the order of Ministry of Home Affairs, Government of India, dated 13-02-2023.





Basit, who as per the officials is currently in Pakistan, was involved in subversive activities and coordinating target killings in Jammu and Kashmir. "Basit had planned and executed an attack on a police guard post at Tujar Sharief on August 18, 2015, in which police personnel and a civilian were killed," they said.





Reshi is presently involved in the terror activities of TRF. He manages and supplies arms/ammunition as well as funds for TRF from across the border, they added.





"Basit was 14 years old, a Class 9th student when he left his home and since then, they have had no input from him. Even in the year 2017, the rumors of Basit being killed by some unknown gunmen were also doing rounds, but God knows better where he is," said Reshi's family.





It is pertinent to mention that this is the second such action by the NIA teams. Earlier on Thursday, it attached the property of Mushtaq Ahmad Zargar alias ‘Latram’ - founder and chief commander of Al-Umar Mujahideen in Nowhatta area of Srinagar.





Meanwhile, in a handout, NIA said that continuing the strong action against 'terrorists' operating from Pakistan soil, the NIA has attached the property of Basit Ahmad Reshi son of Mohd Ramzan Reshi, located in district Baramulla. This action closely follows the attachment of the Srinagar-based property of Mushtaq Zargar alias Latram, the founder and Chief Commander of Al-Umar Mujahideen yesterday.





Basit Ahmad Reshi is a ‘listed terrorist’ under the UA(P) Act and has been operating from Pakistan after his exfiltration to Pakistan. He has been found funding 'terror activities' and acts in the valley, it reads.





Basit Ahmad Reshi joined the militant ranks in 2015 and was involved in the planning and execution of a 'terror attack' at Police Guard Post in Sopore that killed one Constable and injured others. Basit was earlier associated with the banned 'terrorist' outfit Hizbul-Mujahideen and later exfiltrated to Pakistan.





Basit Ahmad Reshi is presently involved in 'terror activities' of The Resistance Front' (TRF) and manages and supplies arms/ammunition as well as funds for TRF from across the border.





Reshi’s agricultural land measuring 9.25 marlas has been attached under the provisions of UA(P) Act. Representatives of the State government and State Police assisted the NIA in the attachment process.





To date, NIA has attached the properties of five designated 'terrorists', namely US-based Gurpatwant Singh Pannun, Canada-based Hardeep Singh Nijjar, and Pakistan-based terrorists - Mushtaq Zargar alias Latram, Basit Ahmad Pir and KCF (Panjwar) Paramjit Singh alias Panjwar.





In addition, NIA recently attached, under UAPA, the Hurriyat Office in Srinagar, which was owned in part by Nayeem Khan, an accused charge-sheeted by the NIA in the Hurriyat funding case.

SRINAGAR — Jammu and Kashmir Government has designated six courts of trial for offences under the Unlawful Activities Prevention Act (UAPA)-1967 in the Kashmir Valley.

In a notification, a copy of which lies with the news agency KNO, the government has notified six courts for the trial of offences under the UAPA in 10 districts of Kashmir.

The notification has been issued under the powers vested with the Union Territory administration under the National Investigation Act-2008.

Earlier, there were only three designated courts for the trial of offences under the UAPA-1967 in the Valley.

As per the notification, the Additional Sessions Judge (TADA/POTA) Srinagar has been notified for districts of Srinagar and Ganderbal, Additional District and Sessions Judge, Anantnag for district Anantnag, Additional District and Sessions Judge, Baramulla for district Baramulla, Additional District and Sessions Judge, Pulwama for districts Pulwama and Budgam, Additional District and Sessions Judge (Fast Track Court) Kulgam for districts Kulgam and Shopian and Additional District and Sessions Judge, Bandipora for districts Bandipora and Kupwara.

SRINAGAR — A day after militant outfit The Resistance Front (TRF) was declared as a terrorist organization, the Ministry of Home Affairs (MHA) banned the People’s Anti-Fascist Front (PAFF), an offshoot of militant outfit Jaish-e-Mohammed, under the Unlawful Activities Prevention Act (UAPA) for carrying out 'terror' activities in Kashmir.

"PAFF is a proxy outfit of Maulana Masood Azhar-led Jaish-e-Mohammed and was involved in terror acts and issuing threats to Indian security forces, political leaders, civilians in J&K, and other states," MHA said in a notification.

The MHA said that the outfit had emerged in the year 2019 as a proxy outfit of Jaish-e-Mohammed, a proscribed militant organization listed at serial number 6 of the First Schedule under the UAPA.

"It regularly issues threats to Indian security forces, political leaders, civilians working in Jammu-Kashmir from other states and is involved, along with other organizations, in conspiring pro-actively physically and in social media to undertake violent terrorist acts and Jammu-Kashmir and other major cities in India,” it said.

The MHA also declared Arbaz Ahmad Mir, a Lashkar-e-Taiba operative who currently is based in Pakistan, as an “individual terrorist” under the fourth schedule of UAPA. Mir, according to the government, was the main accused in the targeted killing of Rajni Bala, a school teacher in Kulgam in May last year.

The Union Home Ministry on Saturday declared Dr. Asif Maqbool, who is based in Saudi Arabia, a 'terrorist' under the Unlawful Activities (Prevention Act)-1967.

In a notification, the MHA said that Dr. Asif Maqbool, who is a resident of Bandey Payeen, Wagoora, Baramulla, presently based at Daman, Ash Sharqiyah, Dhahran, Saudi Arabia, is associated with Hizb-ul-Muhahideen.

“Dr. Asif Maqbool Dar is involved in instigating or provoking the youth of Kashmir Valley for terrorist activities by using social media platforms,” reads the notification.

According to the MHA, Dr. Asif Maqbool Dar is one of the leading radical voices on social media and is involved in nefariously influencing Kashmiri youth to take up arms against the Indian government and security forces.

The MHA further said that "Dr. Asif Maqbool Dar is accused in a case investigated by the National Investigating Agency relating to a conspiracy hatched by the cadres of the terrorist organization to undertake violent terrorist acts in Jammu and Kashmir and major cities in India including New Delhi on the direction of handlers based across the border".

Dr. Asif Maqbool is the 52nd person to be declared as a terrorist under the UAPA.

SRINAGAR — The Ministry of Home Affairs (MHA) on Thursday declared militant outfit The Resistance Front (TRF), which the Jammu and Kashmir Police say is an offshoot of Pakistan-based Lashkar-e-Taiba (LeT), as a “terrorist” organization.

In an order, a copy of which lies with the news agency KNO, MHA said TRF is recruiting youth through the online medium for the furtherance of terrorist activities and it has been involved in carrying out propaganda on terror activities.

It said TRF is involved in the recruitment of terrorists, infiltration of terrorists, and smuggling of weapons and narcotics from Pakistan into Jammu and Kashmir.

“TRF is involved in psychological operations on social media platforms for inciting people of Jammu and Kashmir to join terrorist outfits against Indian State and Sheikh Sajjad Gul is a Commander of the TRF and has been designated as a terrorist under the Fourth Schedule of the said Act,” it said.

It also said that the activities of the TRF are detrimental to the national security and sovereignty of India as a large number of cases have been registered against the members and associates of this outfit.

It added the Central government believes that the outfit is involved in terrorism and has committed and participated in various acts of terrorism in India.

“The TRF came into existence in the year 2019 as a proxy outfit of Lashkar-e-Taiba, a proscribed organization listed at serial number 5 of the First Schedule under the said Act,” it said.

SRINAGAR — The District Magistrate (DM) Srinagar has ordered the sealing of three properties of banned Jamat-e Islami (JeI) including two-storied residential structures constructed over 17 Marlas of proprietary land at Barzulla, Srinagar recorded in the name of late separatist leader Syed Ali Shah Geelani.

In the order issued, the DM quoted communication No. SIA/SN/FIR-17/2019/7738-42; dated 16-12-2022 by the State Investigation Agency (SIA), saying that during the investigation of case FIR No. 17/2019 u/s 10, 11, 13 UA(P) Act of Police Station Batamaloo now being investigated by Police Station SIA, three properties have surfaced that are owned by or under the possession of banned association Jamat-e-Islami and are located in the jurisdiction of district Srinagar and are to be notified in terms of section 8 UA(P) Act.

One of the properties includes land measuring 1 Kanal and 7 Marla at Khushipora Shalateng under Survey No. 279 and 280 in the name of Jamat-e-Islami J&K through District President Bashir Ahmad Lone son of Abdul Samad Lone, resident of Harwan, Srinagar vide Mutation No. 2949.

Another land measuring 1 Kanal and 3 Marla at Khushipora Shalateng under Survey No. 276 in the name of Jamat-e-Islami J&K through District President Bashir Ahmad Lone son of Abdul Samad Lone, resident of Harwan, Srinagar vide Mutation No. 2950.

The third property is a two-storied residential structure constructed over proprietary land measuring 17 Marla and 199 Sft. under Survey No. 1388/307 at Barzulla, Srinagar recorded in the name of late leader Syed Ali Shah Geelani and Firdous Ahmad Asmi vide Mutation No. 2646.

The DM said that upon obtaining the report from the concerned Tehsildar and after perusal of the Revenue Record pertaining to the above properties, it was found that these properties are owned by and are under the possession of banned Jamat-e-Islami association through their members.

“And whereas, on perusal of the records and other connected documents, I, District Magistrate Srinagar, am satisfied that there is sufficient material to notify the above-mentioned properties under the said Act,” the order said.

The order asked the lead District Manager for information and directions to seize all accounts of the proscribed organization whether in the name of members/institutions of affiliated units and furnish a compliance report immediately.

SRINAGAR — The Government of India on Tuesday declared 10 militants, presently staying in Pakistan, as terrorists under the Unlawful Activities (Prevention) Act - 1967.

The Union Ministry of Home Affairs today notified 10 militants of different groups operating in Jammu & Kashmir as terrorists under the UAPA. These militants faced action from the Centre on the day when Union Home Minister Amit Shah is in Kashmir.

The notifications accessed by the news agency KNO reveal that Showkat Ahmad Sheikh alias Showkat Mochi, who is operating as chief launching commander of Hizb-ul-Mujahideen, has been declared a terrorist under the UAPA. As per MHA, Showkat is involved in coordinating infiltration and requirement of militants and execution of militant attacks, owing to his deep network of associates in north Kashmir. Showkat is resident of Baramulla town.

Imtiyaz Ahmad Kandoo alias Sajad alias Fayaz of Sopore town has also been declared a terrorist under UAPA. Imtiyaz, as per MHA, is involved in managing finances for the militants, supply of arms and ammunition to militants and narcotics smuggling.

The MHA has also said that he is coordinating attacks on security forces and civilians, in which many security forces personnel and civilians were killed, besides he has been involved in radicalizing and motivating youths to join militant ranks to carry out militant activities in the Kashmir Valley.

Bashir Ahmad Peer of Kupwara has also been notified as a terrorist under the Unlawful Activities Prevention Act (UAPA) for his role in militancy and for providing logistics to the banned outfit Hizb-ul-Mujahideen for infiltration in Kupwara.

Habibullah Malik of village Shangamanga, district Kasur, Pakistan, who is associated with Lashkar-e-Taiba (LeT)/ The Resistance Front (TRF), also figures in the list. According to the MHA, he has been found involved in radicalizing Kashmiri youths and recruiting them into militancy through his network.

Basit Reshi, a resident of Yemberzalwari Shiva Dangerpora of Baramulla district, also figures in the list of militants declared as terrorists under the UAPA. According to the MHA, Reshi planned and executed an attack on a police guard post of shrine Baba Ali Raina at Tujjar Sharief Peth Astan in Sopore on August 18, 2015, in which one police personnel and a civilian were killed.

Bilal Ahmad Beigh alias Babar, son of Mohammad Yusuf Beigh, belonging originally to Beigh Mohalla, Aloochibagh, Srinagar, also figures in the list of 10 militants. Bilal, who is presently residing at Lower Bazar, Rawalpindi, Pakistan, is chief of the Jammu and Kashmir Islamic Front (JKIF). According to MHA, he is involved in the smuggling of arms and ammunition into Jammu and Kashmir.

“He has close contacts with notorious underworld entities and he uses the channels to transfer funds from abroad to Kashmir,” the MHA said, adding that he is involved in the financing of militancy activities in Jammu and Kashmir and recruitment of Kashmiri youths for militant outfits.

Zafar Iqbal alias Salim alias Jamaldeen alias Shamsher Nai alias Shamsher Khan, son of Alafdin, belonging originally to village Gunthal, Surankote, Poonch has also been declared a terrorist under the law. Zaffar is operational commander of Harkat-ul-Jihad-e-Islami/Jammu Kashmir Ghaznavi Force and is involved in supervising narcotics and weapon smuggling, the MHA said.

According to MHA, Irshad Ahmad alias Idrees son of Ghulam Mohammad Itoo, belonging originally to Gawari Kulhanda, Udhyanpora, tehsil Bagia Barth, district Doda, presently residing at Islamabad Pakistan, is launching commander of Hizb-ul-Mujahideen. The MHA said Irshad Ahmad is also a Shoora member of Hizb-ul-Mujahideen and is involved in coordinating training and launching activities of the outfit.

The MHA has also notified Sheikh Jameel-ur-Rehman alias Sheikh Sahab alias Rehman alias Abu Nusrat alias Fayaz Ahmed Dar, son of Ghulam Qadir Dar, belonging originally to village Lajoora, district Pulwama, presently residing in Pakistan, as a terrorist. He is chief/Amir of Tehreek-ul-Mujahideen (TuM). As per the MHA, he is involved in coordinating the activities of Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM) and other amalgamate at the top level.

The MHA also notified Rafiq Nai alias Sultan, son of Mohd Afsar, belonging originally to Naka Majhari, tehsil Mendhar, district Poonch, presently residing in Pakistan, as a terrorist under the law. He is a launching commander of Tehreek-ul-Mujahideen/Jammu Kashmir Ghaznavi Force. The MHA said that he is involved in the supervision of narcotics and weapons smuggling and infiltration of militants in the Poonch-Rajouri sector.
