NEW DELHI — The Election Commission of India (ECI) on Monday said it is ready to hold assembly polls in Jammu and Kashmir and that the Union Territory recorded the highest voter turnout in the 2024 Lok Sabha polls in the last four decades.

Addressing a press conference in New Delhi to give an overview of marathon 7-phase 2024 general elections that concluded on June 1, Chief Election Commissioner Rajiv Kumar, as per the local news agency KNS, said the commission is ready to hold assembly polls in Jammu and Kashmir.

He said that Jammu and Kashmir recorded the highest voter turnout in the 2024 Lok Sabha polls in the last four decades with 58.58 overall per cent, while Kashmir Valley recorded a 51.05 per cent turnout.

He also said that there was no major incident reported during polls anywhere in the country including Jammu and Kashmir.

The 7-phase Lok Sabha polls concluded on June 1, while votes will be counted tomorrow. On June 1, the exit polls predicted a landslide victory for PM Modi-led NDA with the alliance poised to win over 350 seats.

Meanwhile, all arrangements have been put in place with heightened security measures for the counting of votes across the country including Jammu and Kashmir.

For Jammu and Kashmir, most of the exit polls predicted the National Conference's win in all three Lok Sabha seats in the Kashmir Valley, BJP's two-seat wins in the Jammu division and Congress winning the lone Lok Sabha seat in Ladakh.

JAMMU — Former Minister and President of Dogra Swabhiman Sangathan Choudhary Lal Singh on Wednesday joined the Congress party at All India Congress Committee (AICC) headquarters in New Delhi and is all set to contest the Lok Sabha elections from Udhampur-Doda Parliamentary constituency.

He was welcomed in the party by AICC Chief Spokesman Pawan Khera, AICC General Secretary and J&K Incharge Bharatsin Soalnki, PCC President Vikar Rasool Wani, co-incharge J&K Manoj Yadav, NSUI national president Neeraj Kundan and others.

After joining the Congress party, Choudhary Lal Singh asked the party leaders and workers to unite to win these elections. “Whenever I have contested any elections, my party has formed the government. I don’t know how but I think it comes straight away from the heavens,” he said while addressing the media after the joining, as per the news agency KNO.

“In 2002, our party formed the government in Jammu and Kashmir when I had won the Assembly elections. After that, when BJP gave the slogan of Shining India in 2004, I won Lok Sabha elections and the Congress party formed the government at the Centre. Everybody should keep this in mind and in advance, we all should be united,” Singh said, in his own style.

Lal Singh said that fighting elections in Jammu and Kashmir is a tough job and he knows it very well. “I have faced three deadly attacks but escaped unhurt. I know how tough it is to fight elections in J&K and you all should respect us,” he added.

He expressed his displeasure on changing his candidature during the 2014 Lok Sabha elections when the party had given the mandate to Ghulam Nabi Azad (who lost to Dr Jitendra Singh of BJP). “You all were witness to that and even cried,” he added.

Preferring Azad over Singh during the 2014 elections became the reason for him to leave the grand-old party and he jumped ship and joined BJP. He successfully contested the 2014 Assembly elections in J&K and became the minister in the PDP-BJP coalition government.

Thanking the Congress party, Lal Singh said that the future belongs to young people and that all the old people will die. “Rahul Gandhi is young and he will surely become the Prime Minister of the country. Whenever I see these young people around (pointing towards Neeraj Kundan and Shanawaz Choudhary), I tell them you are the future,” he added.

Welcoming him into the party fold, PCC President Vikar Rasool Wani said that Choudhary Lal Singh has always worked for the downtrodden and poor people and has emerged as a strong leader. “His joining is a welcome step and we welcome him,” he added.

The two-time Member Parliament (MP) from Udhampur-Doda Lok Sabha seat, Singh’s joining Congress party will give a huge boost to the grand-old party from this seat where Minister of State (MoS) in Prime Minister’s Office (PMO) Dr Jitendra Singh is contesting on BJP’s ticket.

Choudhary Lal Singh’s candidature will make this contest on the Udhampur-Doda seat interesting as Singh has his own base in his home district Kathua and the Congress party enjoys a good reputation in Doda, Kishtwar and Ramban districts of this constituency.

With his entry, there will be a direct contest between Choudhary Lal Singh and Jitendra Singh whereas the Democratic Progress Azad Party’s (DPAP) candidate and former MLA from Inderwal, Ghulam Muhammad Saroori will play a major role as being a native of Kishtwar district, he is expected to get votes from Chenab valley.

Jitendra Singh is also a two-time MP from this seat and is considered a close aide of Prime Minister Narendra Modi. He will be facing a strong heat as the contest will be tough.

This seat is all set to go for polls in the first phase on April 19 and the counting of votes will be on June 4.

SRINAGAR — The Bharatiya Janata Party (BJP) unveiled its candidates for the forthcoming Lok Sabha polls on Saturday, naming Dr Jitendra Singh and Jugal Kishor Sharma to represent the Udhampur and Jammu constituencies respectively.

The announcement came as part of the party's first list of high-profile candidates for the upcoming general elections, finalized by the Central Election Committee late Thursday night and unveiled at a press conference in New Delhi.

This initial list, comprising 195 candidates, includes prominent figures such as Prime Minister Narendra Modi, Home Minister Amit Shah, Defence Minister Rajnath Singh, and Transport Minister Nitin Gadkari, among others.

In Jammu and Kashmir, the BJP has endorsed Dr Jitendra Singh, the incumbent Member of Parliament from Udhampur, and Jugal Kishor Sharma, who currently represents the Jammu constituency. Both candidates secured victories in the 2019 elections.

NEW DELHI — Former Jammu and Kashmir Governor Satya Pal Malik on Thursday condemned the Central Bureau of Investigation (CBI) searches at his premises in connection with its probe into a ₹2200 crore corruption case.

The CBI searched premises linked to Malik at R K Puram, Dwarka and Asian Games Village in Delhi, besides those in Gurugram and Baghpat.

“I have been ill for the past 3-4 days and am hospitalised. Despite this, the government agencies are raiding my house on the directions of the dictator. My driver and assistant have been raided and are being harassed. I am a farmer's son and will not be scared by the raids. I am with the farmers,” Malik said in a post on X.

Malik, who served as the Governor of the erstwhile state of J&K between August 2018 and October 2019, said, “I had complained against people accused of corruption. But CBI raided my house instead of searching them. You will not get anything from my house except my 4-5 kurta pyjamas. The dictator is trying to scare me by misusing government agencies. I am a farmer's son, won't be scared and bow down.”

The case pertains to alleged corruption in awarding a civil work contract related to the Kiru Hydro Electric Power Project (HEP).

Malik had claimed that he was offered a ₹300 crore bribe for clearing two files, including the one pertaining to the project.

NEW DELHI — Union Home Minister Amit Shah asserted on Sunday that the revocation of Article 370 in Kashmir by the PM Modi-led government was imperative, citing that over 40,000 people lost their lives and terrorism, as well as separatism, thrived in the region under its shadow.

Speaking at the BJP National Convention in New Delhi, Shah emphasized the consequences of Article 370, which granted special status to Jammu and Kashmir, stating that it provided a breeding ground for terrorism and separatism while hindering development.

He highlighted the long-standing promise of its eventual repeal, noting the failure of previous administrations to act due to what he termed as "appeasement politics."

"Due to Article 370, terrorism and separatism increased in Kashmir, Pakistan got a chance to enter Kashmir, and over 40,000 people lost their lives," Shah declared during his address to thousands of BJP delegates and leaders gathered for the two-day convention, held in preparation for the upcoming Lok Sabha elections.

Shah underscored the significance of the Modi government's decision to nullify Article 370 on August 5, 2019, asserting that it was a historic step toward restoring peace and fostering development in the region. He credited the mandate given by the people of India for the government's ability to effect this change.

"The people of the country gave a majority to the PM Modi-led government for the second time, and on August 5, 2019, PM Modi struck down Article 370 once and for all," Shah affirmed, emphasizing the transformative impact of the decision on the development trajectory of Kashmir.

NEW DELHI — The Delhi Police on Tuesday said that they arrested an operative of the Lashkar-e-Taiba who is wanted in Jammu and Kashmir.

The alleged operative is a retired Indian Army personnel who is wanted for his involvement in a recently busted militant module in Jammu and Kashmir’s Kupwara district.

Police said that the LeT operative, identified as Riyaz Ahmed, was arrested at the New Delhi railway station.

“Riyaz Ahmed was involved in hatching a conspiracy along with one Khursheed Ahmed and Ghulam Sarvar in receiving arms and ammunition from across the LoC,” K P S Malhotra, DCP (Railways), said.

“The Jammu and Kashmir Police had recently busted a LeT module in Kupwara, arresting five persons linked to it and seized several incriminating materials from their possession along with arms and ammunition,” Malhotra said.

Malhotra said the arms and ammunition were sent by Pak-based LeT handlers Manzoor Ahmed Sheikh and Qazi Mohammad Khushal.

“Last week, we received information from investigating agencies in Jammu and Kashmir that Riyaz is arriving in Delhi. We formed a team and caught Ahmed while he was trying to escape from Gate Number 1 at the New Delhi Railway Station,” said Malhotra.

During interrogation, Ahmed reportedly told the police that he and his friend Altaf, who too is a retired Army officer, had boarded the Mahakaushal Express from Jabalpur and reached Hazrat Nizamuddin Railway Station around 3 pm on Friday, February 3.

“From there, Ahmed took an auto and reached New Delhi Railway Station on Sunday. Ahmed was heading to a hideout,” said Malhotra.

Both Ahmed and Altaf retired from the Indian Army on January 31, the DCP said.

SRINAGAR — In a significant development, the Centre has extended an invitation to Ladakh leaders for a crucial second round of talks with the High Powered Committee in Delhi, scheduled for February 19. SRINAGAR — In a major crackdown on illicit funding, the State Investigation Agency (SIA) conducted simultaneous raids at five locations in the summer capital of Srinagar and Delhi on Friday. The raids are linked to an ongoing investigation into a 'terror funding' case, news agency KDC quoted a top official as having said.

According to the official, SIA raided two locations in Srinagar, specifically Saidapora Eidgah and Ahmadnagar areas. Meanwhile, in Delhi, the agency initiated searches at three separate locations.

The investigation revolves around the illegal raising, layering, and laundering of substantial proceeds of crime, believed to have been utilized in activities such as secessionism and militancy.

SRINAGAR — Jammu and Police inspector who was injured in a militant attack in Srinagar has succumbed to his injuries at AIIMS New Delhi on Thursday.

After undergoing treatment for over a month, Masroor was shifted to All India Institute of Medical Sciences (AIIMS) on Wednesday for specialised treatment. “He was taken to Srinagar Airport from there where he was shifted in Air Ambulance to New Delhi,” police said.

A top official told the Srinagar-based news agency KDC that the police inspector identified as Masroor Ahmad of Srinagar was taken to New Delhi for treatment, however, he succumbed to his injuries today.

Police Inspector Masroor Wani was attacked by a pistol-borne militant last month when he was playing cricket with other members of the local community at Eidgah Srinagar.

SRINAGAR — The Central Bureau of Investigation (CBI) on Wednesday morning carried out raids at 12 locations in different places in Delhi and Rajasthan as part of an investigation into the allotment of civil works of Kiru hydroelectric project.

An official told news agency KNO that the CBI is carrying out raids at the residences of Sunak Bali, Varinder Singh Rana, Kanwar Singh Rana and a few others in Delhi and Rajasthan as part of a probe in allotment of Rs 2200 crore civil works of Kiru hydel project.

“Sunak Bali would frequently visit Raj Bhavan during Satya Pal Malik’s stint as J&K Governor. As per Malik, Bali was not on the payroll of the government, but was his press advisor,” they said, adding that Varinder Singh Rana was the Private Secretary of Malik.

VS Rana was not a government employee, but was being paid from the exchequer of J&K Government after being engaged as Private Secretary by Malik, sources disclosed.

According to sources, Kanwar Singh Rana was also hired by Malik but he would mostly stay in Delhi. Kanwar Singh Rana and Varinder Singh Rana are relatives, they said.

The CBI official said that the raids are being carried out to collect further evidence in the case.

SRINAGAR — A self-styled ‘guide’ has duped at least 10 Kashmiri pilgrims, after taking money from them to show sacred shrines and places in Iran, Iraq and other countries, leaving them mid-way in Beirut, the capital city of Lebanon.

At least 10 pilgrims are stuck in Delhi this time, requesting Jammu and Kashmir administration to help them return home as they are without money.

One of the pilgrims, Ghulam Hasan Wani of Devara Yetalampora village of Singhpora Pattan, told the news agency KNT over the phone from Delhi that a guide Syed Nasir from Harennarah Pattan took Rs one lakh per person to help them on pilgrimage to Karbala and other sacred sites.

“After performing the pilgrimage, the guide left us mid-way in Beirut without informing us. He is still absconding. We suffered heavily as we were not having money with us. We sold our valuables including the earrings and gold chains of women pilgrims accompanying us. Somehow, we have managed to reach New Delhi,” he said.

The pilgrims said that they have no money to return back to Valley as they have no money and are starving.

They appealed to LG Manoj Sinha-led administration to help them in returning home and direct police to take action against the guide. “We can’t narrate our sufferings in words. We are illiterates and yet he (guide) left us in the lurch,” said a woman pilgrim.

SRINAGAR — Election Commission of India (ECI) has invited all political parties across the country to participate in a meeting in New Delhi, officials said on Friday.

An official while speaking to the Srinagar-based news agency KDC, said that the Election Commission of India has invited all major political parties in India including JK PDP and JKNC to participate in a meeting at Vigyan Bhawan, New Delhi on January 16.

He said, "The Election Commission of India has developed a prototype to enable remote voting for migrant workers and students and called an all-party meeting on January 16 to demonstrate the technology designed to address low voter turnout and to seek feedback."

"The purpose of the meeting is the demonstration of EVMs & VVPATs by ECI," he added.

"You are requested to provide a list of the attendees willing to attend the event at Vigyan Bhawan, New Delhi to this office for onward transmission to the Election Commission of India," reads a letter sent by Chief Electoral Officer J-K to Presidents/General Secretaries of PDP and NC.

SRINAGAR — A lady tourist from Delhi died at a hotel in the summer capital Srinagar on Friday, reports said.

Reports from the news agency KDC said that a lady tourist identified as Veena Ahuja (62), a resident of Delhi, fell unconscious at hotel '4 Points' in Sonwar area here.

The tourist was immediately shifted to Khyber Hospital Khyam for treatment, where doctors declared her dead.

A police officer confirmed the incident to KDC and said that cognizance of the incident has been taken and further investigation into the matter is on.

SRINAGAR — At least 17 leaders, who had resigned from the basic membership of the Congress and had joined former chief minister Ghulam Nabi Azad-led party, on Friday rejoined the party in New Delhi.

The leaders had resigned to support former chief minister Ghulam Nabi Azad, who later formed his own party—Democratic Azad Party—which has now been renamed as Democratic Progressive Azad Party.

In a press conference held in New Delhi, the former deputy chief minister Tara Chand and former minister Peerzada Mohammad Sayeed were among the 17 leaders, who rejoined Congress today.

The leaders include Tara Chand, Peerzada Muhammad Sayeed, Balwan Singh, Advocate Muzaffar Paray, Advocate Mohinder Bhardwaj, Bhushan Dogra, Virodh Sharma, Narendra Sharma, Naresh Sharma, Amresh Mangotra, Subhash Baghat, Santosh Manhas, Badrinath Sharma, Varun Mangotra, Anuradha Sharma and Vijay Sargotra.

MP Rajya Sabha and AICC General Secretary (Organization), K C Venugopal, as per the news agency KNO, said the leaders have joined the party again. He said these leaders and people from across the country including Jammu & Kashmir have also extended their support to the Bharat Jodo Yatra.

He said that former Congress leaders have also observed that they should also extend their support to their own party and thus decided to join back.

Tara Chand, while talking to reporters during the presser, said that it is time for secular forces to join hands to defeat the ill designs on the ground. “The secular-minded people should join hands to protect the country," he said.

SRINAGAR — Cyber Police Kashmir Zone in its recent action against fraudsters have arrested two Nigerian fraudsters from New Delhi involved in duping a man from Baramulla for Rs 36.35 lacs in an online scam.

In a statement issued here, a police spokesperson said that they received a written application from a resident of Baramulla, alleging therein that while surfing Facebook, he came in contact with some unknown fake Facebook user T.Jessica, who impersonated a purchase manager of a renowned pharmaceutical company Abbott.

The said lady enticed the complainant through Facebook messages that she has been promoted as Secretary in the said company and eventually asked the complainant to start a business of Kandu Nut/Palm Seeds/Sea Nuts. The complainant was convinced/motivated by using fake offers, orders, high returns and emails etc. to purchase the said product.

He further stated that in order to purchase the said product, the said Facebook user forwarded the contact details of one seller namely Mrs Jyoti T Kandu to the complainant. A business conversation started between the complainant and the fraudster Mrs Jyoti for selling/buying of the said Kandu nuts.

“The complainant was assured by the said fraudster that the said nuts are valued very high in the pharmaceutical market, owing to their medicinal benefits. The complainant, without knowing the plot behind the fraud, invested a hefty amount of Rs 36.35 lacs by transferring the said amount in different bank accounts of fraudsters for purchasing 50 packets of Kandu Nuts,” he added.

The spokesperson further added that on receiving the consignment of 50 packets of Kandu nuts, the complainant received a fake call from the Mumbai Custom office wherein the complainant was directed to deposit more money in order to be able to sell the said Kandu Nuts to pharmaceutical companies. This created doubt in the mind of the complainant.

The complainant then tried to contact the provided contact details in order to verify the facts. However, he did not get any response and felt cheated/duped by the Facebook user. The complainant then approached Cyber Police Station Kashmir Zone Srinagar and lodged a complaint.

Accordingly, a case vide FIR No. 23/2022 under relevant sections of law was registered in Cyber Police Station Srinagar and an investigation was set into motion.

The spokesperson added that during the course of the investigation, it was found that the fraud has been done by the fraudsters under a highly technically built setup and accordingly the digital footprints of the accused persons involved in the commission of offence were tracked by analysis of bank accounts that have been used for siphoning money of the complainant. Besides, CCTV footage and analysis of suspect phone numbers by employing high-end technical investigative skills were also carried out.

Subsequently, two Nigerians were found involved in the offences and were tracked at Vashist Park Sagerpur New Delhi, PS Sagerpur.

Accordingly, on the directions of ADGP Kashmir Zone Vijay Kumar, a special team of Cyber Police Station Srinagar proceeded to New Delhi. After strenuous efforts and with the assistance of Delhi Police, the team was successful in nabbing these two Nigerian national culprits namely Isioma Steven son of Alika and Collins son of Onwudengor, residents of Delta Agbor Nigeria, presently at Vashist Park Sagerpur New Delhi.

He added that the rented accommodation was raided and thoroughly searched and during searches, incriminating material including 14 cell phones of different make and models, one laptop, 14 SIM cards, one Wi-Fi router, one Wi-Fi dongle, six debit/credit cards and 45 packs of Kondu nuts/palm nuts were recovered from their possession.

“Investigation into the instant case is going on in full swing. More recoveries and arrests are expected,” he stated.

SRINAGAR — Union Home Minister Amit Shah has convened a high-level security meet in New Delhi to deliberate on the spate of target killings in Kashmir and to formulate a new security strategy to put an end to the killing of minority community members, officials in the Ministry of Home Affairs (MHA) said Thursday.

An official in the MHA told the news agency Kashmir News Observer (KNO) that the Home Minister Shah met National Security Advisor (NSA) Ajit Doval in North Block and discussed the prevailing situation in Kashmir, especially the spurt in the killing of minority community members and non-J&K officers.

The official said that it was decided to convene a high-level review meeting on Friday to evolve a fresh strategy to plug the “killing cycle in Kashmir” and to prevent the mass exodus of migrant Kashmiri Pandits.

On Friday, the militants killed a bank manager of Ellaqai Dihati Bank at Kulgam. The killing came just a few days after militants shot dead a woman teacher from Jammu’s Samba outside her school in Gopalpora, Kulgam.

Sources in the MHA said that all the top officials of J&K’s security grid, including DGP Dilbagh Singh, officers from the CRPF, Army and intelligence grid, will participate in the meeting. NSA Doval and MoS Dr Jitendera will also remain present in the meeting. J&K LG Manoj Sinha, as per the sources, has already reached New Delhi and is believed to have briefed Home Minister Shah about the spate of attacks in Kashmir and the motive behind it.

Sources said that Friday’s meeting will evolve a strategy that includes a fresh plan to deal with the growing attacks on minorities and also a new security strategy to deal with the remaining militants in Kashmir.

The meeting at North Block, to be chaired by Union Home Minister Amit Shah, will be attended by J&K Lieutenant Governor Manoj Sinha, National Security Advisor Ajit Doval, Intelligence Bureau Director Arvind Kumar, Home Secretary Ajay Bhalla, MHA Special Secretary (Internal Security) V S K Kaumudi and other senior officials of the Kashmir division.

The sources in the MHA said that no decision that will make the situation volatile in Kashmir will be taken but an iron-fist policy will be finalised to deal with the militants involved in target killings in Kashmir.

“Given the fact that Kashmir is full of tourists at this point of time, no harsh decision would be taken in the meeting that would create a fear-psychosis among tourists,” they said, adding that “a well-thought-out plan will be worked keeping in view the upcoming Amarnath Yatra that would start on June 30.”

SRINAGAR — Amid slogans “Jammu Kashmir Ki Majboori Hain, Kejriwal Zaroori Hain”, two former MLAs from Panthers Party joined the Aam Aadmi Party (AAP) in New Delhi in presence of its top leaders on Friday afternoon.

Two former MLAs of the Panthers Party - Balwant Singh Mankotia and Yashpal Kundal - joined Arvind Kejriwal led the political party at its New Delhi headquarters in presence of AAP’s Delhi convener Gopal Rai, Delhi cabinet minister Imran Hussain and senior leader Durgesh Pathak.

Besides two former legislators, Gambhir Charak, son of former cabinet minister Gulchain Singh Charak, DDC member Taranjit Singh Tony, DDC member Sheikh Zaffarullah, DDC member Fayaz Ahmad Nayak, DDC member Muneer Bhat and others joined the party.

According to observers, it would be interesting to watch whether AAP would hurt the electoral prospects of the BJP in Assembly elections in Jammu.

“The entry of AAP won’t have any impact on our electoral prospects but delaying elections could prove disadvantageous to us,” a senior BJP leader told KNO.

SRINAGAR — The Enforcement Directorate (ED) on Thursday questioned former Chief Minister and Vice President of National Conference, Omar Abdullah, for many hours in a case registered at probing agency headquarter in New Delhi, official sources said.

Sources told Srinagar based news agency Kashmir Dot Com (KDC) that Omar Abdullah is being questioned by the probing agency at its headquarters in the J&K Bank scam case.

"Nihal Garware, Mumbai based the then Director of Bank who was arrested recently in 2010 ‘bank scam case’ is also under probe for receiving kickbacks when Bank purchased some property in Mumbai," sources in ED told KDC.

Omar was formerly summoned by the probing agency ED and was asked to visit its office today for questioning in New Delhi.
