SRINAGAR — An employee of Power Development Department (PDD) died of electrocution in Sopore town of northern Kashmir's Baramulla district on Tuesday.

An official quoted by the local news agency Kashmir Scroll said that Farooq Ahmad Magloo from Boniyar area received an electric shock while performing his duty at Jamia Qadeem Sopore.

He said that Farooq was immediately taken to Sub-district Hospital Sopore where doctors declared him dead on arrival.

Meanwhile, the local police have taken cognizance of the incident.

BUDGAM — A government employee, who was the father of five daughters, died of electrocution in Magam town of central Kashmir’s Budgam district, officials said.

Farooq Ahmed Wani (36) working as Lineman in Power Development Department fell from an electric pole after receiving an electric shock when he was repairing the HT line in Magam town, locals told the news agency KNT.

Wani was taken to Sub-District Hospital Magam for treatment where doctors referred him to JVC Hospital Bemina Srinagar. He succumbed to his injuries shortly after he arrived at the hospital.

Wani, as per doctors, had sustained serious injuries due to electric shock and fall.

Police Station Magam registered a case in this regard. The victim was a native of Hazarpora Aripanthan village of sub-division Beerwah.

The death of PDD employees due to electrocution is a common occurrence in Kashmir Valley.

Last month, a 52-year-old PDD employee Bashir Ahmed Khan died after receiving an electric shock while repairing a power cable in Kunzar area of northern Kashmir’s Baramulla district.

The family of the victim had demanded a probe into his death, saying that no mechanism was followed while the employee was repairing the power cable. They had alleged the victim was not even provided the safety tools.

Two days after this incident, a PDD inspector Imtiyaz Ahmed died due to an electric shock in Parimpora area of Srinagar when he was carrying out some repair work.

In January this year, a casual labour of the Power Development Department, Muhammad Jammal Reshi of Gund Chobutara Kralgund in Handwara, died of electrocution while repairing a transmission line in the Rafiabad area of Baramulla district.

JAMMU — The Administrative Council, chaired by Lieutenant Governor Sh. Manoj Sinha, embarked on a series of decisions aimed at enhancing various sectors of development across Jammu and Kashmir.

In a move to alleviate the burden on domestic power consumers, the Administrative Council approved the extension of the Amnesty Scheme-2022 until March 31, 2025. This scheme, benefiting over 86% of Jammu and Kashmir Power Development Department (JKPDD) consumers, aims to waive 100% interest/surcharge on outstanding principal amounts, facilitating affordable installment payments (EMIs) for consumers.

With Rs. 235.58 crore already recovered under the scheme, the government anticipates a reduction in commercial losses and improved financial stability for DISCOMS.

Simultaneously, the Council sanctioned the Jammu and Kashmir Film Policy-2024, designed to position the region as a cinematic hub. With a focus on administrative facilitation, financial assistance, and infrastructure development, the policy underscores the commitment to nurturing local talent and fostering national competitiveness.

Notably, the policy introduces a Film Development Fund of Rs. 500 crores, catering to diverse film projects and ensuring equitable opportunities for regional filmmakers.

Furthermore, the Administrative Council approved the installation of a vertical lift from Peerkho Station to Mubarak Mandi Heritage Complex, integrating key tourist attractions and enhancing accessibility.

This initiative, coupled with the transfer of Mubarak Mandi Heritage Society to the Culture Department, aims to streamline heritage preservation efforts and bolster tourism, aligning with the government's vision of showcasing the rich cultural heritage of Jammu and Kashmir.

In a significant move towards agricultural development, the Council sanctioned the transfer of 22 Kanals and 2 Marlas of land for establishing a Dairy Plant in Estate Devipora, Ganderbal district.

With the Jammu and Kashmir Milk Producers Cooperative Limited leading the implementation, this project is poised to benefit approximately 1.50 lakh milk producers and generate employment for 400 to 500 individuals, contributing to economic growth and nutritional enhancement in the region.

SRINAGAR — With the commencement of the holy month of Ramadan, Kashmir valley continues to face unscheduled power curtailments and distress cuts—leaving the consumers to reel under darkness, especially at Suhoor and fast-breaking (Iftar) time.

Locals from almost all districts of Kashmir region informed the news agency KNO that the power scenario has worsened over the past four days.

One of the locals of southern Kashmir’s Pulwama area, Razaq Ahmad, said, “Despite being a local of a smart metered area, the power is playing hide and seek with us.”

“At the time of installing smart meters, we were promised an uninterrupted power supply. All I can see is a fake promise by the Power Development Department,” he said.

Ahmad said that the people of his area continue to reel under darkness. “The irony is that we are not even being provided electricity, especially at Suhoor and Iftar time.”

Similarly, the residents of Qazigund area narrated the same ordeal. One of the locals of Qazigund, Rashid Ahmad Khan, said that he has never witnessed such a bad scenario of power in Ramadan.

The 45-year-old Khan said, “This is the worst ever power scenario in my area. I request the Lieutenant Government administration to intervene in this matter and resolve the matter at the earliest.”

In the meantime, we received many such calls from the electricity consumers of Srinagar and northern Kashmir’s Baramulla, Bandipora and Kupwara districts. Besides, the electricity consumers of central Kashmir’s Ganderbal and Budgam districts expressed antipathy against the authorities for failing to provide uninterrupted electricity.

Inhabitants of several villages of Kangan area in central Kashmir’s Ganderbal district also expressed resentment against the PDD for failing to provide adequate electricity to them, especially in the holy month of Ramadan.

The residents of the areas said that they were not getting electricity as per the schedule and were facing tremendous hardships, especially during Sehri and Iftar times.

The locals from Prang, Kangan, Akhal, Anderwan, Haripora, Wussan, Chattergul, Kachnabal, Najwan, Wayil, Nunner and main town Ganderbal said they were receiving electricity for a maximum of two to four hours a day.

The locals of Kashmir Valley appealed to the Jammu and Kashmir administration to resolve the matter at the earliest.

A top official of KPDCL said that it has provided a smooth power supply across the Kashmir Division. “There are some local issues and snags which are taken care of.”

On asking about the unscheduled power cuts and change in power curtailment in the month of Ramadan, the official said, “Consumers have a habit of generalizing things. The majority of the faults in 11 KV feeders is due to system overloads and massive misuse of electricity by exceeding sanctioned load in non-metered areas.”

The official said that the rural belt was almost all flat-rated. It also said that because of DT outages due to excessive overload, some feeders were under fault due to overnight rains and snow in certain areas.

Meanwhile, Principal Secretary Power Development Department H Rajesh Prasad said, “Our power supply position remains the same.”

On asking about any change in the power curtailment schedule in the month of Ramadan, the Principal Secretary said that there was no change in it. “We have not taken any decision in this regard and as of now there is no change in the power curtailment schedule.”

Pertinently, earlier this week, Chief Engineer KPDCL (Distribution) Sandeep Seth said that it was charting out the plan and mechanism to resolve the power curtailment issues for the month of Ramadan.

“We are working on it and most likely, the new curtailment schedule will be implemented from the first day of Ramadan,” he said.

SRINAGAR — The Power Development Department is mulling to improve the power curtailment schedule in the holy month of Ramadan.

Besides, the department said that it will improve and reduce the power curtailment, especially at Suhoor and fast breaking time (Iftar).

Speaking to the news agency KNO, Chief Engineer KPDCL (Distribution) Sandeep Seth said that it was charting out the plan and mechanism to resolve the power curtailment issues for the month of Ramadan.

“We are working on it and most likely, the new curtailment schedule will be implemented from the first day of Ramadan,” he said.

On asking about improving power curtailment at peak hours, the Chief Engineer said, “In the month of Ramadan, the peak hours will be pre-dawn and dusk. We are mulling to improve the power curtailment, especially at Sahoor and Iftar.”

Pertinently, the holy Ramadan is likely to commence on Tuesday.

In the last week of February, amid frequent power outages and distress cuts across Kashmir valley, Kashmir Power Developed Corporation Limited (KPDCL) had said that it was facing a power shortage of nearly 400 Megawatts (MWs).

An official of KPDCL had said, “As of now, sufficient power is not available with us. Currently, KPDCL is reeling under a shortage of electricity.”

The official said, “There is a shortage of nearly 300-400 Mega Watts. In view of the power shortage, there may be some areas in Kashmir that would be facing distress cuts and unscheduled outage.”

SRINAGAR — The Kashmir Trade Alliance (KTA) has welcomed the Jammu and Kashmir Government's decision to extend the amnesty scheme for domestic electricity consumers to clear their pending dues. However, the alliance stated that a similar amnesty should be provided to commercial power consumers as well.

On Monday, the Power Development Department announced the extension of the amnesty program for domestic users by one year till March 31, 2025.

Reacting to this decision, KTA President Aijaz Shahdhar said, "It is a good decision on the part of the Power Development Department to extend the amnesty scheme for domestic electricity consumers." However, he added, "We demand that the same kind of amnesty must be announced for commercial consumers who have faced financial trouble in the past and were not in a position to pay bills."

The trade body argued that commercial establishments suffered significant losses over the past few years due to COVID-19 lockdowns and other issues. Providing amnesty on their power dues would offer them some relief.

"We request the J&K Government to consider an amnesty scheme for commercial electricity consumers as well. It would greatly help to revive business and industry in the region," said Shahdhar, adding that KTA plans to formally raise their demand for a commercial amnesty program with the Power Development Department soon.

SRINAGAR — A man from Soiteng locality has been booked for allegedly assaulting an on-duty Power Development Department lineman, an official said here on Friday.

The official told the news agency GNS that Ghulam Mohiuddin Parray, of Soiteng, was booked under relevant sections of law after he allegedly assaulted an on-duty lineman.

"Besides being booked for his unruly act, the (electricity) services of the consumer have also been removed," the official said.

Confirming it, a police official said that they have registered a case vide FIR number 23/2024 under different sections of law for further proceedings.

SRINAGAR — A lineman of the Power Development Department (PDD) was injured after allegedly being attacked by a person during a power disconnection drive at the Soiteng area in central Kashmir’s Srinagar district on Friday.

As per the news agency CNS, a video, that surfaced on the social media platform, showed the injured lineman sharing the details of the incident, which as per him took place in the Soiteng area when he was carrying out a power connection drive ordered by the department.

The injured lineman identified himself as Abdul Majeed and said that he was attacked with a chair, which left him injured. Subsequently, after the incident, the injured lineman was shifted to SMHS Hospital Srinagar for medical treatment.

Meanwhile, other linemen who brought the injured counterpart to the health facility demanded justice for him and strict action against the accused consumer.

SRINAGAR — A PDD inspector on Wednesday died due to an electric shock in Parimpora area of Srinagar when he was carrying out some repair work, officials said.

An official told the news agency KNO that the PDD inspector identified as Imtiyaz Ahmad of Chattabal got electrocuted when he was carrying out some repair work. He said that soon after the incident, he was shifted to SMHS Hospital, however, he was pronounced dead.

Police have taken cognizance of the incident and further investigation has been taken up, he said.

Meanwhile, locals of the area demanded a probe into the incident, asking why the transmission line was not disconnected if the employee had to do the repair work.

PULWAMA — Residents of several areas in south Kashmir are up against the Power Development Department (PDD) for hiking their power tariffs every month and have demanded reconsideration of the decision.

Ab Rashid, a resident of the Litter area, told the news agency KNO that the authorities have inflated bills after enhancing consumption load without carrying out any survey.

According to him, some consumers have experienced a substantial increase of Rs 1050 to 1300 per month.

“Unscheduled power cuts are taking a heavy toll on us and on the other hand, the PDD is increasing our electricity bills,” said Subzar Ahmad, a resident of Shopian.

He said that the residents of the area were shocked after receiving their bill wherein both the load agreement and bill amount had been increased without obtaining consent from the consumers.

He said people living in villages are financially weak and this will put more burden on them.

Ab Hamid, another consumer from Anantnag, said that in the last year or two, the government has increased tariffs at least 4-5 times and the government must think of poor people before making such a decision.

He said that there must be separate rates for APL and BPL ration card holders and separate schemes must be devised for the same.

The residents appealed to PDD that they should revisit their decision so that people won't have to suffer.

PULWAMA — Residents of Eid Gah Colony area of Gudoora in Pulwama district are up against the Power Development Department (PDD) for its failure to upgrade power infrastructure in the area.

The residents told the news agency KNO that an electric transformer was installed in Eid Gah Mohalla some 15 years ago and since then population of the area has increased but the power infrastructure hasn't been upgraded.

They said the neighbourhood is spread over 1.5 km with around 40 households and a single transformer isn't enough to cater for the whole Mohalla. They added that authorities were resorting to frequent hikes in power bills which has added to the misery of the people.

“Despite increasing the monthly tariff, the lines are still connected through trees in the area,” Ishfaq Ahmad, a resident, said. He said there is a need for poles and transformers in the area so that they can get scheduled power with good voltage.

Locals said that the residents who are living far away from the transformer are getting supplied with very low voltage. They said these issues were brought to the notice of higher-ups several times but to no avail.

They requested higher-ups to look into the matter at the earliest so that they could heave a sigh of relief.

Meanwhile, a local DDC member Ab Aziz, while acknowledging the problems of the area, said that this area will be covered in the coming fiscal year.

SRINAGAR — A Scooty rider was killed after allegedly hit by a Jammu and Kashmir Power Development Department (JKPDD) vehicle in Sanat Nagar by-pass area of Srinagar outskirts on Thursday afternoon.

An unnamed police officer was quoted by the news agency KDC as having said that the Scooty rider was identified as Javid Ahmad Mir, a resident of Gojwara Srinagar, who was allegedly hit by a JKPDD truck in Sanat Nagar by-pass this afternoon, resulting in his on-spot death.

The body of Mir was shifted to a local hospital here for medico-legal formalities.

Meanwhile, police have registered a case in this regard and further investigation has been set into motion.

SRINAGAR — Power Development Department (PDD) has been framing a power curtailment schedule, which is likely to be implemented from the second week of next month.

Kashmir has been facing power cuts for the last many days due to an increase in power demand with the usage of electric gadgets.

An official of the Power Development Department said there would be a further reduction in power supply from the second week of next month. “There will be around four hours of power curtailment in metered areas and over six hours in non-metered areas. But it also depends on the increase in power demand. If people use electricity judiciously, then there will be fewer power cuts. If people don't cooperate and use electricity beyond their registered load, they have to face long power cuts,” the official told news agency KINS.

“From December, there will be a new power curtailment schedule as there will be further increase in demand for electricity,” the official said. As per the rules, metered areas are bound to get a 24-hour power supply.

The official said there is a need for a power curtailment schedule in view of an increase in power demand. “We are framing a power curtailment schedule which will be issued within two weeks,” the official said.

Asked whether there will be improvement in power supply than last year, he replied, “It all depends upon people. If they use electricity judiciously, then there will be improvement in power supply. We have to optimize things from the availability of electricity.”

The PDD has 1300 MWs of electricity available. However, during winters, the demand reaches over 2000 MWs.

The Centre has been allotting additional MWs of power to Jammu and Kashmir in view of higher demand in winter. But there has been less improvement in the Union Territory as over the years the PDD has failed to augment the existing infrastructure to receive additional electricity from the Central grids.

“Additional allocation of power will end the power crisis only when required infrastructure is in place. How will we handle additional power when there is less infrastructure available?” the official added.

SRINAGAR — The Administrative Council (AC) which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha, approved the amnesty scheme for domestic power consumers in the UT.

Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Dr Arun Kumar Mehta, Chief Secretary, J&K and Nitishwar Kumar, Principal Secretary to the Lieutenant Governor attended the meeting.

The decision is going to benefit more than 5.50 lakh domestic consumers by waiving off an amount of Rs. 937.34 crores, accumulated as surcharge or interest, on account of non-payment of timely dues.

The Administrative Council has provided this last opportunity to the consumers in view of not being able to avail of the benefits of the last scheme due to the spread of the COVID-19 pandemic during the scheme period. The new scheme envisages that the outstanding principal amount arrears accumulated up to 31.03.2022 after waving off 100% interest/surcharge shall be paid in a maximum of twelve monthly (12) instalments.

The scheme further entails that the failure of payment of any installment/installments within the prescribed twelve (12) months period shall invite penalty and legal action under the Electricity Act, 2010, in addition to the accrual of compound interest on the outstanding dues.

The consumers who fail to pay the current bill simultaneously with the payment of monthly outstanding installments shall forfeit the benefits of the amnesty scheme besides the disconnection of the power supply.

An independent project management agency will be hired for overseeing the efficient implementation of the scheme.

SRINAGAR — Jammu and Kashmir administration has been building up power infrastructure and power projects to meet Union Territory’s electricity requirement.

J&K has purchased power for around Rs 30,000 crore during the last one decade and there has been a revenue realization gap of Rs 3,000 crore annually, thus putting a huge burden on the state exchequer. Besides that, Union Territory has poor infrastructure of electricity, resulting often in disruption of power.

However, the administration has sanctioned projects worth around Rs 13,000 crore for building up power infrastructure in Jammu and Kashmir.

“Within next three years, we will also be able to generate additional electricity over 3200 MWs which will cost around Rs 30,000 crore. There won’t be any electricity deficit by 2025 and all people will get electricity round the clock,” a senior official told the news agency KINS.

The official said that existing transformers and power lines are also in bad shape. “There are technical snags in electricity due to poor power infrastructure,” the official added.

Jammu and Kashmir is energy deficient and has to rely on power purchases from the Northern region grid to meet its requirements, especially during winters when demand peaks and its own generation reduces drastically. The total number of consumers is 9.65 lakh in Kashmir with a load of around 1700 MW.

The official said the government over the years had failed to upgrade the existing system in grid stations in Kashmir. “But since last year, there has been a huge improvement in power infrastructure,” the official said.

Besides building electricity infrastructure and generation of electricity, the government is contemplating to make replacement of incandescent bulbs and compact fluorescent lamps with energy-efficient LED lamps in all households of the Union Territory.

Officials said it will help to reduce power consumption in Jammu and Kashmir. Under this programme, officials said the power development department is likely to distribute 80 lakh LED bulbs in Jammu and Kashmir which will help to reduce peak demand in J&K by about 250 MW.

KUPWARA — A PDD daily-wager lost his life while repairing an electric transformer in north Kashmir’s Kupwara district.

The incident occurred on Sunday at Jada village falling in the jurisdiction of Police Station Karnah in north Kashmir’s Kupwara district, sources from Power Development Department told news agency Kashmir News Trust.

They said that 38-year-old Muhammad Khalid, son of Raja Naseem, a resident of Kandi became another addition to the long list of on-duty casual labourers working in the Power Development Department (PDD) to have lost lives in the line of duty.

The victim was electrocuted to death while repairing an electric transformer.

Sources in PDD said that over 80 daily wagers have been electrocuted to death in the past decade.

JAMMU — In order to meet the increasing electricity demand in Jammu & Kashmir, the Union Government has allocated 207 MW additional Power to the Union Territory.

Principal Secretary, to the Lt Governor & PDD, Shri Nitishwar Kumar said that the order issued by the Union Ministry of Power will substantially increase the availability of power in J&K.

Pertinently, the Union Government has allocated additional power from the unallocated quota of Central Generating Stations of Northern Region Pool to Jammu & Kashmir. The order in this regard will come into the effect from midnight and the UT is expected to receive the additional supply by tomorrow.

J&K’s Power Development Department is also making dedicated efforts on all fronts to meet the rising demand for the power supply in the UT, exploring practical and viable solutions to address the needs of the end consumers.

It was informed that between April 1 to 25, the Power Development Department allocated additional Rs.52 Crore to purchase power from the open market, also known as Energy Exchange, however, due to increased number of bidding, electricity worth only Rs. 10.41 Crore could only be supplied to the Union Territory of J&K.

Owing to the early onset of summer and an unprecedented heatwave in the month of March and April, experienced for the first time in the last 122 years and 50 years respectively, the Power Development Department took the decision to place a maximum bid at the energy exchange to meet the shortfall amidst the surging power demand. Eventually, the additional allocation was made in March to ensure maximum power supply.

The Power Development Department is also ensuring optimal output from available power sources. However, it is pertinent to mention that thermal plants account for 70% of the country's power generation capacity.

Thermal and Hydropower contribute 50%-50% to meeting the demand of the Union Territory of J&K. Hydropower plants operate at reduced capacity during the month of March and April due to the accumulation of snow which starts melting only in the month of May.

In April 2021, the power demand for Jammu division was 830 MW per day. The demand has increased to 900 MW this year. The Power Development Department is using all its resources including purchases from the Energy Exchange to ensure 770 MW, which is being supplied to the people of Jammu division.

Between, April 1 to 26 of this year, only 6.17% less power units have been supplied in comparison to the same period in 2021. The PDD officials are bidding at the Energy Exchange on an hourly basis to ensure that even this gap is bridged.

In the light of the increasing power demand in Jammu and Kashmir Division, Shri Nitishwar Kumar is reviewing the position of power availability on an hourly basis.

A meeting was also held earlier today in which senior officials of PDD and Engineers were present. It was noted that as compared to April 2021, energy consumption this year for the same period has increased.

After detailed deliberations in the meeting, Shri Nitishwar Kumar directed the deployment of middle management level officers at grid stations to monitor the power schedule. It was advised that the area-wise curtailment schedule be communicated to the public using all available platforms.

SRINAGAR — The womenfolk from the Gawkadal area of Srinagar city held a strong protest against Power Development Department (PDD) for its failure to provide electricity on a regular basis.

The protesting residents alleged that even in this holy month of Ramadan, they are being deprived of basic amenities including a regular power supply.

“Due to non-availability of electricity, we suffer a lot, but PDD is watching all this like a mute spectator,” one of the protesting women told news agency Kashmir News Trust.

The protesters blocked the road and sought the intervention of higher authorities. They lamented that their repeated protests yield no fruits.

Before dispersing, the protestors warned to intensify their protest if electricity is not made available as per schedule.

SRINAGAR — Amid the ongoing holy month of Ramadan, the people from different parts of Kashmir here have complained of unscheduled power cuts, especially during Sehri and Iftaar times, which according to them leaves them to lurch at large.

According to the news agency Kashmir News Observer (KNO), the locals from Srinagar and other districts of Kashmir said that the Power Development Department (PDD) has failed to bring respite from the unscheduled power cuts as the people are being pushed to the wall, especially at the peak times (Sehri and Iftaar).

Earlier, the Divisional Commissioner, Kashmir, P K Pole had directed the concerned Chief Engineer to ensure adequate electricity in the holy month of Ramadan. However, the locals rue the absence of a facility, saying that it is the first Ramadan when the people are being forced to reel under darkness at Sehri and Iftaar times.

The locals from Prang, Kangan, Akhal, Chattergul, Kachnabal, Najwan, Wayil, Prang, Barwalla Nunner and main town Ganderbal said they are getting electricity for merely 5 to 6 hours a day, thus leaving the consumers here to lurch at large, adding that the concerned department, however, is acting as a mute spectator.

Manzoor Ahmad Lone from Kangan Ganderbal said that despite paying hefty electricity bills, the department has failed to ensure adequate electricity to them, adding that the locals are being pushed to the wall by forcing them to reel under darkness.

Besides, the Srinagar areas, the famous tourist places including Sonamarg and others also witness the unscheduled power cuts at present.

Meanwhile, the consumers demanded the government to look into the matter and ensure that adequate electricity is supplied to them, especially during Sehri and Iftaar times.

Kashmir Power Distribution Corporation Limited (KPDCL) Chief Engineer, Javaid Yousuf Dar said that the demand and supply issues at present have led to unscheduled power cuts.

He added that the temperature has increased much earlier this year and subsequently the demand for electricity has increased outside as well and at the same time, the availability, as well as the generation, is less.

Besides, he said that the coal import due to the Russia-Ukraine war has also affected the thermal stations outside. “The situation is not the worst in Kashmir only, but it is at present in Jammu, Haryana, Punjab and Andhra Pradesh as well,” he said.

He added that the unscheduled power cuts would continue for the next few days.

SRINAGAR — Two Junior Engineers (JEs) and an Inspector of Power Development Department (PDD) were trapped and arrested by Anti-Corruption Bureau (ACB) team at PDD office Tangmarg on Wednesday while taking a bribe of Rs. 2,60,000.

An official told KDC that the arrested three employees of PDD accepted the bribe from a person for the installation of an electric transformer for his Ice Cream factory, situated at Gofabal Kunzer.

The three arrested employees have been identified as JE Munshi Masood Ahmad, a resident of Hubbi Colony Sikh bagh Lalbazar; JE Ghulam Mohammad Bhat, a resident of Watapora Qazipora Pothshahi Baramulla and Inspector Abdul Rashid Bhat, a resident of Wussan Bangil Kunzer.
