SRINAGAR — The Government of Jammu and Kashmir has initiated the process for launching an online notary portal and has directed the constitution of dedicated inspection teams for physical verification of notaries across the Union Territory.
According to official communications issued by the Department of Law, Justice and Parliamentary Affairs, Notary Section, Civil Secretariat, the Directors of Litigation at Jammu and Srinagar have been instructed to form inspection teams under the supervision of District Litigation Officers. These teams will carry out physical verification of notaries in their respective districts and collect all requisite data within one week to facilitate onboarding on the proposed digital portal.
The department has termed the matter as “Most Urgent” and directed that all necessary information sought earlier through a circular dated January 2, 2026, be furnished without delay. Authorities have made it clear that any discrepancy noticed during verification shall be brought to the notice of the department for action under the provisions of the Notaries Act, 1952 and the Notaries Rules, 1956.
The government has reiterated that all notaries appointed in Jammu and Kashmir must extend full cooperation to the inspection teams. In case any notary fails to provide the required data within the stipulated time, action shall be initiated as per law.
The proposed online portal aims to streamline registration and appointment of notaries, renewal of Certificates of Practice, and submission of annual returns. The platform will also make notary-related information available in the public domain round the clock and allow citizens to register grievances online.
For technical assistance related to the portal, officials have designated a nodal contact person in the department.
