According to newspaper reports, the first call for applicants was announced for the fellowship jointly funded by both the governments and will enable up to six Indian PhD students and post-doctoral researchers to work with US-host institutions for a period of 6-12 months. The fellowship has been named after the late Indian President Dr APJ Abdul Kalam and is part of a commitment made by the US President Barack Obama and Prime Minister Narendra Modi to build long-term capacity to address climate change-related issues in both the countries.
The fellowship will be operated by the binational US-India Educational Foundation (USIEF) under the umbrella of the prestigious Fulbright Program. The selected candidates will have affiliation with one U.S. host institution during the grant.
Fulbright-Kalam Climate Fellowships are offered for:
Doctoral Research: These fellowships are designed for Indian scholars, who are registered for PhD in an Indian institution. These fellowships are for six to nine months.
Post-doctoral Research: These fellowships are designed for Indian faculty and researchers, who are in an early stages of their research career. The Post-doctoral fellows will have access to some of the finest resources in their area of interest and will help build long-term collaborative relationships with U.S. faculty and institutions. These fellowships are for eight to twelve months
Grant Benefits: These fellowships provide round-trip economy class air tickets between India and the U.S., a monthly stipend, accident and sickness programme for exchanges as per the U.S. Government guidelines, a modest settling-in allowance, and a professional allowance.
Educational Qualification: Those interested in applying should have done adequate research in the relevant field, especially in the identification of resources in India and the U.S. Applicants must be registered for a PhD Program in an Indian institution at least one year prior to 01st August 2016. If employed, applicants should follow the instructions carefully regarding employer’s endorsement.
Note: These fellowships are for pre-doctoral level research. Applicants with PhD degrees or those at the final stage of PhD thesis submission will not be considered.

They are also required to upload a ‘writing sample’, including a copy of an article or paper published/presented or extracts from the Master’s/M.Phil thesis, in the online application form.

- Screening committee/field-specific experts review applications and shortlist candidates for interviews: Early/Mid-August, 2016
- National interviews of short-listed candidates in Delhi: Early-September, 2016
- Principal and alternate nominees are notified that they are recommended. Doctoral research nominees take TOEFL: Mid-September, 2016
- Placement confirmations: April-May, 2017
- Pre-Departure Orientation: May, 2017
- Program begins: August-September, 2017
