SRINAGAR — The Jammu and Kashmir Students Association has appealed to Union Home Minister Amit Shah to reconsider the decision to deny government jobs to families of stone pelters in Kashmir, arguing that the policy will worsen existing issues rather than solve them.

In a statement, National Convenor Nasir Khuehami emphasized the need for rehabilitation and unity at this critical time. "Punishing innocent family members for the actions of individuals engaged in unlawful activities is unjustifiable and counterproductive to fostering harmony and inclusivity," Khuehami said.

He highlighted that denying job opportunities to innocent relatives of offenders could prevent their positive integration into society.

Khuehami stressed the principle that individuals should not be punished for the crimes of others, noting that a blanket ban on career prospects would impede the positive transformation of law-abiding family members. He warned that such a policy could perpetuate cycles of alienation and resentment, urging for policies that support rehabilitation rather than punitive measures.

"We should not only welcome those ready to return to the mainstream but also create pathways for future reintegration," Khuehami stated. He called for the recognition and support of those who have reformed, aligning with constitutional values that appreciate positive reformation.

Khuehami concluded by requesting Amit Shah to reconsider policies that deny government jobs to youths with family members involved in law-and-order incidents, advocating for inclusivity and opportunities for rehabilitation to ensure a harmonious and prosperous future for Jammu and Kashmir.

NEW DELHI — Sending a tough message, Union Home Minister Amit Shah has said that no family member of any militant nor close relatives of stone pelters will get government jobs in Jammu and Kashmir.

Shah also said that the Narendra Modi government has not only targeted militants but also eliminated their ecosystem, resulting in a drastic fall in militancy incidents in the country.

“In Kashmir, we have taken a decision that if someone joins a terrorist organisation, their family members will not get any government job,” he told PTI in an interview over the weekend.

Similarly, Shah said, if someone indulges in stone pelting, his family members will also not get a government job.

He said some human rights activists went to the Supreme Court against the decision but, at the end, the government prevailed.

The home minister, however, said the government will make an exception in case someone from a family comes forward and informs the authorities that his or her close relative has joined a militant outfit. Such families will be given relief, he said.

Earlier, funeral processions used to be taken out in Kashmir after a militant was killed, Shah said. “We have stopped this trend. We have ensured that the terrorist is buried with all religious formalities but in an isolated place,” he said.

The home minister said when a militant is surrounded by the security forces, he is first given a chance to surrender. “We call family members like his mother or wife and ask them to make an appeal to the terrorist to surrender. If he (the terrorist) does not listen, he dies,” Shah said.

The home minister said militancy incidents have gone down significantly in Jammu and Kashmir as the government has not only targeted the militants but also eliminated their ecosystem. “Through the NIA (National Investigation Agency), we have taken strong action against terror funding and ended it. We have taken a very tough stand on terror funding,” he said.

In the case of the banned Popular Front of India (PFI), Shah said the government has imposed a ban on the publication and spread of the militant ideology by it.

Muslim radical group PFI, founded in Kerala, was banned under provisions of the Unlawful Activities (Prevention) Act (UAPA) by the Centre in September 2022 over its alleged links with terror activities.

In the case of Amritpal Singh, an alleged pro-Khalistani separatist, “we have put him in jail under the NSA (National Security Act),” he said.

Singh, the chief of the radical Sikh separatist group ‘Waris Punjab De’, was arrested in April 2023 in Punjab under the stringent NSA and subsequently shifted to Assam where he is lodged in Dibrugarh jail. He recently filed nomination papers from the jail to contest the Lok Sabha election from Punjab’s Khadoor Sahib seat.

According to Union home ministry data, there were 228 militancy-initiated incidents in Jammu and Kashmir in 2018 and the number came down to around 50 in 2023.

There were 189 encounters between security forces and militants in 2018 and it came down to around 40 in 2023. As many as 55 civilians were killed due to various terror incidents in 2018. The number came down to around five in 2023.

In 2018, a total of 91 security personnel were killed in militant violence in Jammu and Kashmir, with the figure declining to around 15 in 2023.

SRINAGAR — To address the longstanding issue of unemployment, the Jammu and Kashmir Government is going to initiate the recruitment process to fill more than 12,000 vacant positions across various government departments.

As per an official document available with the news agency KNO, the Jammu and Kashmir administration will fill 12,264 positions that have been vacant in various government departments for many years.

The document said that the government since 2019 has filled as many as 31,830 vacancies in various government departments through multiple recruitment drives. “These 31,830 selections have been made in a fair, transparent, and expeditious manner. Interviews have been dispensed for the posts up to the pay level 5,” it said.

Official sources said that the vacancies are to be filled in departments including Health, Jal Shakti, Social Welfare, Rural Development department and others.

“The government has already enlisted the number of vacancies in various departments. We have a large number of vacant posts in the health department. Multiple recruitment drives shall follow this year and all the vacant posts will be filled in a speedy manner,” they said.

Officials said the recruitment drive will prioritize transparency and efficiency, adhering to established guidelines and procedures. The selection process is expected to be conducted rigorously, ensuring merit-based appointments to maintain the integrity of the civil services.

“By filling these vacancies, the government aims to strengthen its workforce, streamline service delivery, and promote inclusive development across the region,” they said.

Pertinently, Jammu and Kashmir as per the Ministry of State for Labour and Employment has recorded a decrease in the unemployment rate for graduate persons of age 15 years.

As per the ministry, during 2021-22, the estimated Unemployment Rate (UR) in Jammu and Kashmir was 22.8% for graduate persons aged 15 years. During 2022-23, the estimated unemployment rate in Jammu and Kashmir was 18.3 for graduates aged 15 years.

It is worth mentioning that the Jammu and Kashmir Home Department has recently referred more than 4,000 vacancies of police constable posts to the Services Selection Board.

SRINAGAR — In a significant development aimed at enhancing efficiency and transparency in recruitment, Ladakh has established its own autonomous Service Selection Board (SSB).

The Board will oversee the selection process for Group 'B' (non-gazetted) and all Group 'C' (UT/Divisional Cadre) positions, ensuring a fair and uniform procedure.

The decision to create the Service Selection Board stems from the Ladakh administration's commitment to modernizing recruitment practices while adhering to established guidelines.

Following a delegation of powers by the Ministry of Home Affairs to the Lieutenant Governor of Ladakh, the region now has the authority to set rules governing recruitment methods and qualification criteria.

The order, in this connection, reads that the administration of the Union territory of Ladakh aims to ensure a uniform and transparent process and procedures for recruitment of Group 'B' (non-gazetted) and all Group 'C' UT/Divisional Cadre categories of posts under its Administration through an autonomous body, without disturbing the existing recruitment rules.

It also states that by making effective use of technology in the recruitment processes and procedures and ensuring that the cumulative outcome of the recruitment is to provide just a fair opportunity to all the candidates and for matters connected therewith or incidental thereto.

It said that the President of India in exercise of the powers conferred by the proviso to Article 309 of the Constitution of India has delegated the powers to the Lieutenant Governor for exercising the powers to make the rules regarding the method of recruitment to all Group 'B' (non-gazetted) and Group 'C' posts.

JAMMU — The Administrative Council (AC), chaired by Shri Manoj Sinha, Lieutenant Governor, met on Monday and approved the reinstatement of provisions allowing for the creation of wait lists in government recruitment processes.

In attendance were Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor; Atal Dulloo, Chief Secretary; and Mandeep Kumar Bhandari, Principal Secretary to the Lieutenant Governor.

The AC's decision reverses the amendments made to various recruitment rules, including the J&K Civil Services Decentralization and Recruitment Rules, 2010; the J&K Appointment of Class-IV (Special Recruitment) Rules, 2020; the J&K Combined Competitive Examination Rules, 2018, and Business Regulations of JKPSC/JKSSB, among others.

Furthermore, the Council granted a one-time exemption to recruiting agencies to create wait lists within six months for select lists issued since the previous decision. However, this exemption is contingent upon the wait lists being drawn within the validity period of the select list and ensuring that resultant vacancies due to non-joining of selected candidates have not been re-advertised.

This decision is expected to expedite the filling of vacancies, reduce delays in the re-referral of vacancies, decrease the time taken in subsequent selections, and enable candidates to secure employment before reaching the upper age limit.

SRINAGAR — Union Home Minister Amit Shah on Monday said that those having a history of stone pelting and any sort of links with terrorism will not get government jobs in Jammu and Kashmir.

Replying to the discussion on J&K Reservation (Amendment) Bill and J&K Re-organisation Bill 2023, in Rajya Sabha, the Home Minister, as per the news agency KNO, said that there will be no sympathy with terrorists and their sympathisers. “Those having the history of stone pelting and any sort of links with the terror and terrorists won’t get government jobs in J&K,” he said, adding that the process of dismissing the government employees having terror links has already started.

Shah said many youths laid down arms and joined the mainstream in the northeast and the Centre will welcome the gun-wielding youth of Kashmir if they lay down their arms and join the mainstream.

The Home Minister said that the Centre has started zero terror and complete area domination plan under which Kashmir will become terror and terrorism free.

He said a terrorist-specific jail will come up in J&K at the cost of Rs 130 crores where only terrorists will be lodged. “There will be jammers and other state-of-the-art facilities to ensure no security breach,” Shah said.

He said that those who have befooled the people of J&K on the pretext that Article 370 was not temporary must been feeling ashamed after the Supreme Court verdict. “We have started to see Kashmir of peace, progress and development,” the Home Minister said, adding that today the souls of Shama Prasad Mukherji and hundreds of those who laid their lives for the nation, must be resting in peace and comfort after SC verdict.

“Shama Prasad Mukheri had resigned from Nehru's cabinet on the pretext that there can’t be two PMs, two constitutions and two flags in one country,” he said.

The Home Minister said that it was after 30 years that J&K saw Muharram procession openly on the road. Stating that not just the BJP but the entire nation welcomes the SC verdict on Article 370, Shah said that J&K has seen a dawn of peace, prosperity and development.

“For 30 years, theatres remained closed and today, three cinemas are functioning and 18 more are coming up. Tourists from Mumbai, Gujarat and Maharashtra are staying in the homes of Kashmiris and so far 10,000 homestays have been recorded,” Shah said, adding that a beginning to see terrorism-free Kashmir has started.

Criteria for posts under District Social Welfare Pulwama Job Recruitment 2023

As far as the criteria for shortlisting/selection for the posts of Specialist in Financial Literacy and Accounts Assistant is concerned, Academic Qualification carries a weightage of 70 Points (on Pro-rata Basis) while the Viva-Voce carries a weightage of 30 Points.

JAMMU — Lieutenant Governor Manoj Sinha addressed the foundation day celebration of Cluster University Jammu at Padma Shri Padma Sachdev Government PG College for Women, Gandhi Nagar.

Congratulating the Cluster University for achieving excellence in quality education, the Lieutenant Governor said that the University, established on March 1, 2017, with five constituent colleges, is playing its role of a change agent, with a focus on skill development and transforming the vibrant institutions as the centers of new ideas and discoveries.

The Lieutenant Governor highlighted the important role of college campuses and classrooms in enriching society, creating and nurturing the best talents, and stressed upon the necessary changes in sync with the National Education Policy.

“In a new era, the education system and role of a teacher need to adapt to a fast-changing world. The teacher is not just a disseminator of knowledge but the one who imparts different skill sets, ignites creativity, innovation in the young generation to live a better life,” said the Lieutenant Governor.

"The new invention will not be born out of memories of the past or books, but from a free mind, from a young mind full of curiosity. To make the curiosity, innovation, invention, lifeblood of academic institutions, we must implement recommendations of national education policy," the Lieutenant Governor added.

Observing that innovation will be a major contributor to India's five-trillion economy, the Lieutenant Governor asked the educational institutions to keep pace with digitalization and future technologies.

“We must remove the burden of textbooks and instill in young students the urge for new discoveries. We must give them the courage and strength to explore the unknown and not just syllabus. We should provide them with academic freedom so they get to know themselves and respect their own uniqueness,” the Lieutenant Governor said.

"Under the guidance of the Prime Minister, Jammu Kashmir has emerged as the hub of education in the country. Our agriculture Universities are also going global. We must enable universities to contribute to India’s knowledge economy," the Lieutenant Governor observed.

All the educational institutions will have to keep pace with evolving world, he said and also spoke on the growth registered in various sectors including tourism, industries, livelihood generation, sports, and the measures taken to improve services for the people.

"The entire J&K administration is working towards the welfare of the common man. The time has gone when J&K’s administration was running at the whims and fancies of some handful of people with vested interests," said the Lieutenant Governor.

The Lieutenant Governor said 20,000 vacant posts in administration will be filled soon. He also assured strict punishment to the culprits who are behind the rigging of the recruitment exam.

Speaking on the anti-encroachment drive, the Lieutenant Governor said that the anti-encroachment drive only retrieved the land from the big and influential land grabbers who had illegally occupied large chunks of state land and if any poor person was affected by the anti-encroachment drive, strict action will be taken against the concerned officers.

The Lieutenant Governor asked the educational institutions and students to collectively participate in the conduct of G20 meeting in J&K. "Be the socio-cultural ambassadors of J&K and make the world aware of the diversity of Jammu and Kashmir," he added.

Educational institutions should also dedicate themselves to actively providing solutions to local problems, the Lieutenant Governor said.

On the occasion, the Lieutenant Governor inaugurated the Laboratory block of the School of Sciences of the Cluster University of Jammu and laid the foundation stone for the Examination block to be built at a cost of Rs 39.35 crores. The Lieutenant Governor also felicitated students who excelled in Yuvatarang-2023.

Government Railway Police in Jammu and Kashmir has announced the Railway Police Recruitment 2022 (RPF Vacancy 2022) in the Union Territory of J&K. There are a total of 78 posts to be filled under this particular recruitment.

Government Railway Police in Jammu and Kashmir has announced the Railway Police Recruitment 2022 (RPF Vacancy 2022) in the Union Territory of J&K. There are a total of 78 posts to be filled under this particular recruitment.

SRINAGAR — Jammu and Kashmir Lieutenant Governor, Manoj Sinha on Saturday said that maximum youth will get jobs in the coming days as the government will roll out a job policy soon.

Talking to reporters on the sidelines of a function at Magam in central Kashmir's Budgam district, LG said that in the coming days, the government will roll out a job policy and maximum number of youth will get jobs.

He added that qualified youth must give up the mindset of waiting for government jobs. Citing the example of an M.Tech youth, LG said the youth was waiting for a government job for the past four years despite being well-qualified.

He further said that security forces are working under a policy to ensure peace and no innocent will be touched, but the guilty will be taken to task as per the law.

He said that some people aren't happy to see peace prevailing in Kashmir and government won’t allow them to succeed. "We are not going to spare the accused and guilty. Innocents won’t be touched," the LG said.

He said a series of steps are underway to make peace in Kashmir a permanent feature. "There are some hurdles that are being taken care of," the LG said, adding for development, peace has to be a permanent feature.

"Security forces are working on multiple fronts to ensure peace prevails in the Valley and bloodshed comes to an end," he said.

SRINAGAR — The government has decided to re-advertise Rehbar-e-Janglat, Rehbar-e-Zirat and Rehbar-e-Khel posts through the J&K Services Selection Board with “additional weightage and age relaxation” to be given to those engaged on these posts.

According to a communication to Commissioner/Secretary to the Government, Forest Ecology and Environment Department, Undersecretary to Government, the matter regarding the issues of Rehbar-e-Janglat was placed before a Committee, constituted vide Government order (No. 294- JK(GAD) of 2020) dated 27.02.2020.

“The committee has recommended that all the posts shall be re-advertised through SSB and additional weightage and age relaxation can be considered to Rehbar-e-Janglat candidates so that they can apply afresh against re-advertised posts through SSB,” it said.

The recommendations of the Committee, the order states, have been accepted by the Competent Authority.

In this connection, the government directed Commissioner/Secretary to the Government, Department of Forest, Ecology and Environment Department to “implement the recommendations of the Committee in letter and spirit.”

It is learnt that similar communication has been made to concerned authorities regarding Rehbar-e-Zirat and Rehbar-e-Khel.

However, regarding the National Youth Corps (NYCs), Principal Secretary to the Government, Youth Services & Sports Department has been informed that the Committee has observed that NYCs are working on a voluntary basis.

“The similar scheme is also at the Government of India level. The scheme in the UT of J&K shall continue to be voluntary and the volunteers will be henceforth governed by the guidelines issued by the Government of India from time to time w.e.f. the date of issuance of the Government Order,” a separate communication, a copy of which lies with GNS, reads.

“Till then, no further engagement shall be made by the Youth Services and Sports Department,” it added.

The recommendations of the Committee have been accepted by the Competent Authority, the communication underlined.

It further reads, "Principal Secretary to the Government, Youth Services and Sports Department has been directed to implement the recommendations of the Committee in letter and spirit under an intimation to this department."

1. Appointment of the Candidates

i. ii. The reservation under this Advertisement Notification shall be applicable in accordance with the provisions of the Jammu & Kashmir Reservation Rules notified vide SRO 294; dated 21-10-2005 read with S.O. 127 of 2020; dated 20-04-2020.

2. Domicile

The candidate should be a Domicile of the Union Territory of Jammu & Kashmir as defined in terms of the Notifications issued by the Ministry of Home Affairs, Government of India vide S.O. 1229 (E); dated 31-03-2020 and S.O. 1245(E); dated 03-04-2020 read with Notification issued by the General Administration Department, Government of Jammu and Kashmir vide S.O. 166; dated 18-05-2020.

5. Qualification Required for JKSSB Recruitment 2022 for 168 Posts

(I) As per Indent(s) received from the respective Indenting Department(s), the qualification prescribed for the posts advertised in JKSSB Recruitment 2022 for 168 Posts are given in this Advertisement Notification.

(II) The candidates who are declared qualified by the Board for Document Verification will be required to produce relevant Certificates such as Mark Sheets, Provisional Certificates, etc. for completion of Graduation/PostGraduation Degree/PhD Degree in original as proof of having acquired the prescribed educational qualification on or before the cutoff date fixed for filling online application form, failing which the candidature of such candidates shall be cancelled by the Board.

The candidates who are able to prove, by documentary evidence, that the result of the qualifying examination was declared on or before the cut-off date i.e. 20-03-2022 and he/she has been declared passed, will also be considered to meet the educational qualification.

(III) Candidates may note that their candidature will remain provisional till the genuineness of their documents relating to educational qualification is verified by the Appointing Authority.

(IV) In case of candidates claiming possession of equivalent educational qualification (where it is applicable/required), it shall be mandatory to produce a relevant Equivalence Certificate or seek equivalence from the concerned competent authorities as and when required by the Board. However, final decision regarding the selection of such candidates will be taken by the Board, in light of relevant rules which shall be binding.

(V) Any candidate having his/her qualification other than as prescribed, shall not be eligible for posts advertised in this notification.

(VI) The degrees/diplomas obtained through distance mode which are in consonance with the Govt. Order No. 252-HE of 2012; dated 30-05-2012 shall be entertained, subject to fulfilment of other terms and conditions.

6. Reservation in JKSSB Recruitment 2022 for 168 Posts

(I) Reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Economically Weaker Section (EWS), Persons with Disabilities (PwD), Pahari Speaking People (PSP), etc for the above posts, wherever applicable and admissible, would be as determined & communicated by the Indenting Department, in accordance with the provisions of SRO 294; dated 21-10-2005 and S.O. 127; dated 20-04-2020.

(II) A candidate seeking his/her consideration for JKSSB Recruitment 2022 for 168 Posts under Reserved Categories must ensure that he/she possesses a valid Category Certificate as on the Cut Off Date.

(III) Candidates may note that their candidature will remain provisional till the genuineness of the Reserved Category Certificate is verified by the Appointing Authority.

(IV) Candidates are cautioned to note that in case a claim for reservation is made on the basis of a false/fake/fraudulent certificate, he/she shall be debarred from the examination(s) conducted by the Board, in addition to any other action as may be deemed appropriate.

7. Horizontal Reservation (wherever applicable under rules)

I) The Horizontal Reservation for Ex-Servicemen and Physically Handicapped persons to the extent of 6% and 4% respectively mean the reservation which would cut across the vertical reservation and the persons selected shall have to be placed in the appropriate category by making necessary adjustments.

In respect of Physically Handicapped persons, the reservation shall be available only for services, posts and type of disability identified for the purpose by the competent authority.

II) In Terms of S.O. 361; Dated 20-10-2021:

(a) The Horizontal Reservation to the extent of 6% of the available vacancies shall be provided to the Ex-Servicemen for the direct Recruitment post borne on subordinate service under the Government, which carry the pay of and up to the Level 6E (35900-113500).

(b) An Ex-Serviceman on joining any post after having availed Horizontal Reservation, cannot avail of the benefit of the reservation as ExServicemen for any subsequent Employment.

(c) An Ex-Serviceman shall be required to produce a certificate in Form-XIV duly signed by the competent authority as provided in Rule 18 of Jammu and Kashmir Reservation Rules, 2005.

(d) Relaxation of Standard: In case sufficient numbers of candidates belonging to the Ex-serviceman are not available on the basis of General Standard to fill all the vacancies reserved for them in JKSSB Recruitment 2022 for 168 Posts, candidates belonging to the category of Ex-serviceman may be selected under the relaxed standard of selection to make up the deficiency in the reserved quota subject to the condition that such relaxation will not affect the level of performance by such candidates.

III) Permissible Disabilities for PwD Candidates:

(a) The disabilities identified/permissible for the instant posts advertised through this notification, shall be notified separately in accordance with the provisions of the Rights of Persons with Disabilities Act, 2016 and/or rules made thereunder, read with Government Order No. 59-JK(SWD) of 2021; dated 15-04-2021 or any other rule/order notified in this regard, by the Social Welfare Department before the completion of the selection process.

(b) The posts may be declared as identified for additional disabilities as per the provisions of the “Rights of Persons with Disabilities Act, 2016” and rules/orders issued thereunder at any later date in consultation with the Indenting Department. Candidates with such disabilities for which the posts are declared as identified will also be eligible for final selection.

8. Application Fee for JKSSB Recruitment 2022

(I) (a) For posts involving two-stage examination: (i) Junior Scale Stenographer (ii) Junior Assistant (iii) Assistant Superintendent Jails:

(II) Fee for JKSSB Recruitment 2022 for 168 Posts can be paid only online through Net Banking, Credit or Debit cards.

(III) Applications received without the prescribed fee shall not be considered and summarily rejected. No representation against such rejection will be entertained. Fee once paid shall not be refunded under any circumstances nor will it be adjusted against any other examination or selection.

(IV) All the disputes related to refund of excess payment, if any, are the subject matter of the J&K Service Selection Board. Candidates are advised to apply for a refund of excess payment, if any, through the official portal www.jkssb.nic.in only. No chargeback request shall be entertained.

9. Centre of Examination

The J&K Services Selection Board shall notify the Venue/Centre(s) of examination separately. No representation/request for change in this regard shall be entertained, whatsoever be the reason.

10. Scheme of Examination

(I) The Examination for JKSSB Recruitment 2022 for 168 Posts will consist of Objective Type, Multiple choice questions only except for items mentioned otherwise in the relevant column of Annexure ‘A’, which is provided in this post. The questions will be set in English only.

(II) There will be a negative marking of 0.25 marks for each wrong answer.

(III) Tentative Answer Keys, in due course after the Examination, will be placed on the website of the Board (www.jkssb.nic.in). Any representation regarding Answer Keys received within the time limit fixed by the Board at the time of uploading of the Answer Keys, will be scrutinized and the decision of the Board in this regard will be final. No representation regarding Answer keys shall be entertained, afterwards.

(IV) Marks scored by candidates in the written test will be normalized if required, to determine final merit and cut-off marks.

11. Syllabi for JKSSB Recruitment 2022 for 168 Posts

The syllabi for these Posts shall be notified separately by the Jammu and Kashmir Services Selection Board.

12. Admission to the Examination

(I) The Board will not undertake detailed scrutiny of applications for the eligibility and other aspects at the time of written examination and, therefore, the candidature will be accepted only provisionally. The candidates are advised to go through the requirements of educational qualification, age, reserved category and satisfy themselves that they are eligible for the post. Copies of supporting documents will be sought at the time of Document Verification.

When scrutiny is undertaken, if any claim made in the application is not found substantiated or correct, the candidature will be cancelled, Criminal Proceedings under law shall be initiated, or any other action as may be deemed appropriate by the Board shall be taken.

(II) All candidates who register themselves in response to this Advertisement Notification for JKSSB Recruitment 2022 for 168 Posts, by the closing date and time and whose applications are found to be in order and are provisionally accepted by the Board as per the terms and conditions of this Advertisement Notice, will be assigned Roll numbers and issued Admit Card/Roll No slip for appearing in the Written Examination.

(III) The Examination details will be uploaded on the official website of the Board i.e www.jkssb.nic.in. Examination detail/Roll Number slips will not be issued by post for any stage of examination. Therefore, candidates are advised to visit the official website of the Board regularly for updates and information about the examination.

(IV) Information about the Examination indicating the Time Table and City/Centre of Examination for the candidates will be uploaded on the websites of the Board about two weeks before the date of examination. If any candidate does not find his/her Roll Number on the website of the Board, one week before the date of examination, he/she must immediately contact the concerned Divisional Office of the J&K Services Selection Board, with proof of having submitted his/her application. Failure to do so will deprive him/her of any claim for consideration.

(V) Candidate must submit his/her online Application form, Email-ID and Mobile Number along with his/her Name, Date of Birth and Name of the Examination while addressing any communication to the Board. Communication from the candidate not furnishing these particulars shall not be entertained.

(VI) Facility for download of Admit Cards will be available about one week before the Date of Examination on the official website of the Board i.e www.jkssb.nic.in. The candidate must bring a printout of the Admit Card/Roll Number Card/Slip to the Examination Hall.

(VII) In addition to the Roll Number Card/Slip, it is mandatory to carry at least two passport size recent colour photographs, Original valid Photo ID proof such as:

i. Aadhaar Card/Printout of E-Aadhaar,
ii. Voter’s ID Card,
iii. Driving License,
iv. PAN Card,
v. Passport,
vi. School/College/University I-Card,
vii. Employer ID Card (Government/PSU/Private), etc.

13. Provision of Compensatory Time and Assistance of Scribe

(I) In the case of persons with benchmark disabilities in the category of blindness, locomotor disability (both arm affected-BA) and cerebral palsy, the facility of scribe will be provided, if desired by the candidate.

(II) In the case of the remaining categories of persons with benchmark disabilities, the provision of scribe will be provided on production of a certificate to the effect that the person concerned has physical limitation to write, and scribe is essential to write the examination on his/her behalf, from a specialist doctor working in a Government Health Institution duly countersigned by the concerned Medical Superintendent in this regard.

(III) In case a candidate opts for his/her own scribe, the qualification of the scribe should be one step below the minimum qualification as prescribed against each unique Advertisement Item No. (e.g- less than Graduation if the prescribed minimum qualification is Graduation for the candidate taking the examination).

The candidates with benchmark disabilities opting for their own scribe shall be required to submit details of their own scribe. In addition, the scribe has to produce a valid ID proof in original at the time of examination. A photocopy of the ID proof of the scribe signed by the candidate as well as the scribe will be submitted along. In case, subsequently, it is found that the qualification of the scribe is not as declared by the candidate, then the candidate shall forfeit his/her right to the post and claims relating thereto.

14. Document Verification

i) The candidates who are shortlisted for Document Verification under JKSSB Recruitment 2022 for 168 Posts are required to appear for Document Verification along with the original documents as well as a self-attested Photostat copy of each document as per the Advertisement Notification. The candidate must be in possession of the prescribed academic qualification and other documents like Domicile Certificate, Category Certificate etc. on or before the last date of submission of the online application form.

a. Marks sheet(s)/Diploma/Degree(s) of the qualification prescribed for the post as per Advertisement Notification.
b. Matric Diploma (D.O.B)
c. Order/letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as an equivalent qualification.
d. Caste/Category Certificate, if belongs to reserved categories.
e. Domicile Certificate.

ii) Candidates have to bring two passport size recent colour photographs and one original Photo ID Proof while appearing for the Document Verification. Photo ID Proof can be:

v) Candidates who wish to be considered against reserved vacancies or such age relaxation wherever applicable must submit requisite certificate/documents from the Competent Authority in the prescribed format when such certificates are sought by the Board at the time of Document Verification, otherwise, their claim will not be entertained & their candidature shall be considered under Open Merit Category.

vi) Candidates claiming to be Domicile of Jammu & Kashmir shall be asked to produce the Domicile Certificate in original issued by the competent authority up to the cut-off date, in the prescribed format at the time of Document Verification or as and when sought by the Board.

(vii) For Ex-Servicemen (ESM):

a) Discharge Certificate, if discharged from the Armed Forces,
b) No Objection Certificate, in the case already employed in Government/Government undertakings.

15. Misconduct/Malpractice

If any candidate is found indulging in any irregularity/misconduct/malpractice at any stage of the selection process in JKSSB Recruitment 2022 for 168 Posts, such candidate shall be debarred from the examinations conducted by the Services Selection Board for such period as may be deemed appropriate, and apart from cancellation of candidature for the instant examination any other action as would be necessary & expedient, shall be taken.

16. Steps Taken for Fairness & Transparency in Examination Process

The Board, for the purposes of ensuring integrity, fairness and transparency in the Examination process shall be well within its rights & duties, to take steps as necessary or issue instructions as deemed appropriate, at any stage of the selection process, and all such steps/instructions shall be deemed to have been taken/given in furtherance of its mandate, as enshrined in the relevant laws/rules/regulations.

17. JKSSB’s Decision Final

The decision of the Board in all matters relating to eligibility, acceptance or rejection of the applications, penalty for false information, mode of selection, the conduct of examination(s), allotment of examination centres and preparation of merit list & Cadre/Department allocation, debarment for indulging in malpractices would be final and binding on the candidates and no enquiry/correspondence will be entertained in this regard.

SKIMS Medical College and Hospital Bemina have announced the SKIMS Bemina Recruitment 2022 for Registrar, Tutor-Demonstrator Posts.

The recruitment has been announced through Advertisement Notification No. SKIMS-MC (01) Acad. of 2022; Dated: 02-03-2022.

SKIMS Medical College, Bemina, Srinagar, therefore, invites applications in prescribed format from eligible candidates for Vacant / Likely Vacant tenure engagement as Senior Residents (Registrars / Tutor Demonstrators) in the following disciplines:

* In Forensic Medicine, candidates with M.D. Pathology can be considered for engagement for one year initially, only in the event that no candidate with Postgraduation in Forensic Medicine is available.

Important dates for applying to the recruitment

The date of issue of Application Forms, as per SKIMS Bemina, is March 3, 2022, to March 8, 2022, up to 2 pm. However, the last date of receipt of Application Forms is March 8, 2022, till 2 pm.

How to apply for SKIMS Bemina Recruitment 2022?

The Application Forms can be obtained from the Academic Section from March 3 onwards against Bank receipt of Rs 500 paid to CD-10 Account of J&K Bank SKIMS-MCH Branch. The complete filled out forms need to be submitted by or before March 8 up to 2 pm.

Prescribed Application form (affixed with recent passport size photograph) duly completed and accompanied with self-attested copies of following certificates should be deposited in the Academic Section of SKIMS MCH, Bemina.

1. Date of Birth Certificate (10th/Secondary School Exam.)
2. MBBS Degree Certificate.
3. Internship Completion Certificate.
4. Permanent / Additional Degree Registration Certificate of J&K Medical Council.
5. MBBS Marks Certificates.
6. Merit Certificate(s) of first three positions in University Prof. MBBS Examinations.
7. PG Degree / PG Diploma (or result notification) or DNB Exit Certificate.
8. Any super-speciality Degree (M. Ch / DM) Certificate.
9. Reprints of Publications (First three Authorships) in Indexed Journals.
10. Character Certificate from the Institution last attended.

12. 12. NOC from parent department in case of PSC confirmed candidates.

Candidates who have already completed Senior Residency (Registrarship / Tutor-Demonstratorship) within or outside this institution shall be considered for engagement for one-year initially, only in the event no fresh candidate with Postgraduation in the relevant speciality is available.

In-service candidates (PSC confirmed) should route their application through the parent department; however, they should deposit an advance copy of the application form (photocopy) within the last date of filing the forms.

Application forms would be rejected in the event "No Objection Certificate" (NOC) from the parent department is not produced, latest by the time of interview.

Interviews of eligible candidates shall be conducted on March 10, 2022, at 11 am in the Office Chambers of Principal, SKIMS Medical College No individual intimation/call shall be sent in the event of any change in interview schedule, the same shall be displayed on SKIMS MCH Notice Board and website.

Pay Scale

Stipend to not-in-service (PSC non-confirmed) Senior Residents (Registrars / Tutor Demonstrators) shall be paid as per Govt. Order No. 48-SKIMS of 2018; Dated: June 06, 2018, endorsed vide No. SIMS 302 02 (XXXXV)/2018-1678-90; Dated: June 06, 2018.

The in-service candidates shall draw the same salary as they were drawing in their parent department with usual allowances, as admissible in this Institution.

Tenure

The tenure engagement as Senior Residents (Registrars / Tutor Demonstrators) shall be for an initial period of one year extendable by another one year, upon recommendation of the concerned HOD, based on performance report which requires to be endorsed by the Head of the Institution.

Extension for the third year shall be considered, if required for career progression in the specialities where three years' experience as Senior Resident (Registrar / Tutor-Demonstrator) is compulsory for eligibility at an entry-level position of Faculty (Lecturer / Assistant Professor) in a Medical Institution, again subject to performance report from the HOD and final endorsement by Head of the Institution.

Furthermore, the conditions laid down in the engagement policy document issued vide Endorsement No: SKIMS/MC/PS/2022/215; Dated: 28-02-2022 would operate in the engagements.

Qualification for SKIMS Bemina Recruitment 2022

1. MBBS with PG Degree / PG Diploma (Recognized by NMC) in the relevant subject. Valid result notification from the University / DNB exit certificate can be considered.
2. In specialties where MCI permits non-medico candidates possessing Doctorate in relevant subjects to apply for Tutor-Demonstrator positions, preference would be given to those candidates who possess basic MBBS degree with Medical PG degree recognized by NMC.
