JAMMU — The Jammu Frontier of Border Security Force has organised a series of Medical Relief Camps to extend timely healthcare assistance to the rain and flood-affected population in Districts Poonch, Jammu, Samba and Pathankot.



The camps were organised on the directions of the Union Home Minister, Amit Shah, said an official spokesman.

MUMBAI — The GST Council is expected to make a final decision during its two-day meeting this week regarding the Centre’s proposal to reduce GST rates on over 150 items as part of a comprehensive rate adjustment.

SRINAGAR — A magnitude 6.0 earthquake struck the Kashmir Valley in the early hours of Monday, September 1, 2025, at 12:47 AM IST, sending tremors across parts of India, Pakistan, Afghanistan, Uzbekistan and Tajikistan.



The epicenter was located 25 km from Goshta, Afghanistan, according to USGS National Earthquake Information Center.



The quake occurred at a moderate depth in the affected regions, with residents in Srinagar and surrounding areas reporting mild to moderate tremors.

SRINAGAR — As many as 30 pilgrims have lost their lives after heavy rains triggered massive landslides near the Mata Vaishno Devi shrine in Reasi district of Jammu region.



Jammu and Kashmir Chief Minister Omar Abdullah who flew to Jammu to take stock of the flood situation, confirmed the toll.



“Around 29 to 30 people have died…” he told reporters in Jammu.



Prime Minister Narendra Modi while expressing grief at the tragedy, said the administration is assisting all those affected.



“The loss of lives due to a landslide on the route to the Shri Mata Vaishno Devi Temple is saddening. My thoughts are with the bereaved families. May the injured recover at the earliest. The administration is assisting all those affected. My prayers for everyone’s safety and well-being,” Prime Minister Modi said on X.



In one of the worst tragedies on the pilgrimage route to the Vaishno Devi shrine in Reasi where a massive landslide struck near Adhkuwari on the 12-km Trikuta hills track around 3 pm on Tuesday. Officials said the Himkoti track had already been closed in the morning as a precaution, while the old route remained open until 1:30 pm before being shut for safety.



Officials said 30 bodies have been recovered from the debris.



Rescue operations are still underway in the affected areas with teams of the Army, NDRF, and police engaged in clearing debris and evacuating stranded pilgrims.



Chief Minister Omar Abdullah while expressing grief at the loss of lives in the tragedy asked why safety measures were not taken despite advance weather warnings.



“When we were informed about the weather, could we not have taken more steps to save those precious lives? We had received a warning a few days ago. Why were people still on the track? Why were they not stopped or kept in a safe place?,” Omar asked.



“We will have to talk about this later. But for now, I am sorry that about 29–30 people lost their precious lives,” Omar told reporters in Jammu.



The Chief Minister said several districts in the Jammu region have suffered extensive damage due to incessant rains and flash floods, particularly in the lower areas.



“The situation in some districts has been very bad, especially in the lower areas of Jammu, Udhampur, Doda, Kishtwar and the Chenab belt,” Omar said. He said parts of upper Rajouri remained largely unaffected, but in other places “there was as much damage as possible.”



In Doda district, four more people died on Tuesday in rain-related incidents.



During the past 24 hours Jammu recorded 380 mm rainfall, the highest ever recorded in Jammu in a 24-hour period since 1910 when the Weather Observatory was established. The last record was 270.4 mm on September 25, 1988. This has also broken the record of 218.4 mm recorded on 23 August 1996. The rain since Monday battered Jammu triggering flash floods, landslides, and overflowing rivers.



Meanwhile, in a swift and daring operation Indian Army Aviation evacuated 22 CRPF personnel along with 3 civilians who had been stranded near Madhopur Headworks (Punjab) since yesterday.



At 6 AM today, Army Aviation helicopters were launched to carry out the rescue despite challenging conditions.



“All stranded individuals were safely evacuated and brought to safety,” the Army said.



“In a turn of events that underscores the urgency of the operation, the building where they had been sheltering collapsed shortly after their evacuation, highlighting the timeliness and precision of the rescue,” they added.

The announcement was made by J&K Education Minister Sakina Itoo on social media. “Schools and Colleges across Jammu & Kashmir will remain closed tomorrow in view of inclement weather,” she said.



Officials said that the decision was taken as a precautionary measure to ensure the safety of students and staff.



J&K has witnessed record rainfall over the past two days, triggering flash floods, landslides, and widespread waterlogging.



Many areas in south and central Kashmir are inundated, while the Jhelum river has crossed the flood alert level in Srinagar.



Meanwhile, the High Court of Jammu & Kashmir and Ladakh has postponed the online CBT examination for post of Reader, which was scheduled for tomorrow.



According to a notification issued by the Registrar Recruitment, J&K High court, the examination, which was scheduled for August 28 in different centres at Jammu and Srinagar, will now be held on September 13.



The examination has been rescheduled in view of the inclement weather and heavy rainfall.

JAMMU — The State Disaster Response Force (SDRF) teams today conducted extensive disaster management operations in various areas of Jammu, following heavy rains that led to waterlogging and disruption of normal life.



Officials said that the SDRF teams, equipped with specialized equipment and trained personnel, worked tirelessly to rescue stranded people in affected areas.



They said that the SDRF teams have rescued numerous people trapped in waterlogged areas, including homes, roads, and other infrastructure in and around Jammu city.



The SDRF personnel under the supervision of Danesh Gupta, DSP, remain instrumental in rescuing about 45 students trapped in the IIM Hostel using inflatable boats and life-saving jackets.



They have also been deployed in various areas of Jammu, including Tawi River, Talab Tillo, Lower Bakshi Nagar and several low-lying areas following weather alerts and advisories, adding, "teams are working in coordination with local authorities, including the district administration, police, and other agencies."

JAMMU — Life came to a standstill today after several parts of the Jammu region witnessed flash-flood-like situations due to continuous heavy rainfall, causing damage to a bridge on the Jammu-Pathankot national highway.



Officials said that overnight heavy rains created havoc in parts across the Jammu region, including in the Jammu, Kathua, Samba, Reasi and Udhampur districts.



In Jammu city, they said that the rainwater, along with overflowing drains, gushed into the houses, causing damage to the properties and household items.



The water level in the River Tawi, flowing in the heart of Jammu city, also increased due to rains in the upper reaches and across the region since last night.



Submerged roads and overflowing nallahs and drains triggered water-logging that caused trouble to commuters and the rain water gushed inside the houses in many low-lying areas of Jammu city, including Bhagwati Nagar, Canal Road, Company Bagh, Talab Tillo, Bhavani Nagar, Janipur, Jewel Chowk, Rajinder Nagar, Qasim Nagar, Kabir Colony, Jeevan Nagar, Vinayak Bazar, Dogra Chowk, Green Belt and many other locations.



The traffic also remained disrupted in the city as well on the Jammu-Kathua national highway as the bridge near Longate Morh suffered damage due to an increase in the Sahar Khad river in the Kathua district.



Authorities, however, have advised people to remain cautious as rainfall continues across the region.



Officials said that the water levels also increased in major rivers and streams, including Basantar in Samba, Ujh and Ravi in Kathua, and Chenab in Doda, Kishtwar, and Ramban.



The administration, however, put disaster response teams and local police on alert to prevent any untoward incident.



The MeT section official said that from August 24 to 26, there will be light to moderate rain and thundershowers at many places with heavy to very heavy rain at a few places in Jammu, Reasi, Udhampur, Samba, Kathua, and Rajouri and with moderate to heavy to intense showers over Poonch, Ramban, Doda, Kishtwar, and the southern parts of the Kashmir Division.



From August 27 to 31, he said that the weather will be hot and humid with brief spells of rain and thunder at a few places, and from September 1 to 5, it will be generally hot and humid with brief spells of rain and thunder showers at a few places.



They said that there is a possibility of intense and heavy to very heavy rain and thunder at a few places in the Jammu Division and heavy rain in Kashmir Division during August 24 to 26, adding, he said, "There is a possibility of cloudbursts and flash floods at few vulnerable places with landslides, mudslides, shooting stones and rock fall etc."



"We have advised the general public to stay away from water bodies, streams, nallahs, river embankments, loose structures and mud houses," he added.

SRINAGAR — The Central Bureau of Investigation (CBI) on Thursday arrested two more policemen, taking the total number of arrests to eight, including a Deputy Superintendent of Police, in connection with the alleged custodial torture of constable Khursheed Ahmad Chohan in Kupwara in 2023, officials said.



The CBI had yesterday arrested DSP Aijaz Ahmad, Sub-Inspector Riyaz Ahmad, and four other cops in the case.



"During the investigation, the roles of two more policemen surfaced and they were formally arrested in the case," an official said.



The eight accused were produced before a local court for remand.



The arrests of the eight took place nearly four weeks after the CBI registered an FIR on the directions of the Supreme Court. The FIR against the accused invoked charges of criminal conspiracy, attempt to murder, voluntarily causing grievous hurt by dangerous weapons or means, and wrongful confinement for more than three days.



Constable Khursheed Chohan, who was then posted at District Police Headquarters, Baramulla, was summoned by police to report at the SSP Kupwara’s office on February 20, 2023, regarding an inquiry into a narcotics case. However, Chohan was allegedly detained without legal sanction and subjected to brutal custodial torture for six consecutive days.



Due to the severity of his injuries, Chohan was admitted to the Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Soura, Srinagar, on February 26, 2023.



Chohan had earlier approached J&K High Court seeking registration of FIR, but his plea dismissed, prompting him to move the apex court.



In its directive, the Supreme Court on July 21 had handed over the investigation of the case to CBI and ordered it to ensure that police personnel found responsible for the custodial torture of Khursheed are arrested “forthwith and not later than a period of one month” from July 22.



Furthermore, the apex court had set a deadline of 90 days for the CBI to complete the investigation from the date of FIR registration.

SRINAGAR — The Jammu and Kashmir Food and Drug Administration (FDA) has directed all Food Business Operators (FBOs), including manufacturers, processors, wholesalers, retailers, cold storage operators, transporters, and e-commerce platforms, to strictly comply with the Food Safety and Standards Act, 2006 and Packaging and Labeling Regulations, 2020 in relation to the sale of frozen raw meat, chicken, and related products.



The public notice, issued by the Commissioner Food & Drugs Administration, J&K, Smita Sethi, emphasized that frozen meat and meat products must be stored and transported at -18°C or below at all stages, from production to sale. Short-term chilled storage at 4°C is permissible only for a maximum of two to four days prior to consumption. Products stored at -18°C or lower must be consumed within 12 months from the date of freezing.



The FDA, as per the news agency KNT, further directed that every package of frozen meat or chicken must clearly display the name of the product, list of ingredients, declaration of non-vegetarian status, net quantity, batch or lot number, date of manufacture/packing, expiry or use-by date, storage conditions, manufacturer/packer/importer details, FSSAI license number, and logo.



For online sales, the shelf life at the time of delivery must not be less than 30% of the total shelf life or at least 45 days before expiry, whichever is earlier.



Non-compliance will attract strict enforcement action under the Food Safety and Standards Act, 2006, including seizure of non-compliant stock and penalties up to ₹5 lakh. Offences involving unsafe food are punishable with imprisonment up to six years and fines up to ₹5 lakh.



The Commissioner urged all FBOs to review and upgrade their operations, ensure full compliance, and remove any non-compliant products from outlets and online platforms to safeguard public health.

SAMBA — A bus carrying pilgrims to Mata Vaishno Devi met with an accident in Jatla area of Samba district, leaving one person dead and at least thirty-five others injured.



Police said the bus, bearing registration number UP81BT 7688, was carrying devotees from Amroha district of Uttar Pradesh when it skidded off the road. The injured were rushed to nearby hospitals, while some critically wounded were referred to AIIMS, Jammu, for specialized treatment.



The deceased has been identified as Kripal alias Iqbal (aged 31 years), son of Harbans, resident of village Rukhalu, Hasanpur, Amroha district, Uttar Pradesh.

Those referred to AIIMS include Pushpinder son of Ramesh; Bhagwan Saye son of Jai Ram; Khoof Chand son of Rampal; Gajraj son of Harwan Saye; Vijender son of Bhagwan Saye; Rajinder son of Om Prakash (driver), resident of Khurja Bulandshahr; Poonam wife of Dev Raj, besides others.



All the injured and the deceased hail from Amroha district of Uttar Pradesh.



Authorities said the condition of some of the injured is critical. Police have registered a case and further investigation is underway.

PULWAMA — Jammu and Kashmir Apni Party leader Syed Tajallah Andrabi on Monday visited Primary Health Centre (PHC) Parigam in Pulwama to assess its condition and working after local residents shared their concerns about certain problems plaguing the smooth functioning of the PHC.



Syed Tajallah, who represents the J&K Apni Party as its General Secretary for Pulwama district, during the visit pointed out that a major problem was a severe staff shortage.



While speaking to The Kashmir Pulse, he said that the building of the PHC has been built, but the staff shortage has literally kept it non-functional. He cited the example of an X-ray machine which was lying defunct as there was no technician to operate the same.



"If a doctor prescribes an X-ray to a patient in the PHC, he/she has to go to Pulwama town for the same and then come back for treatment. The irony is that PHC Parigam has an X-ray machine and not the technician to operate it," he rued.

He stated that the list of problems includes a peculiar duty roster. "There are four paramedical staff members in the PHC. The PHC's ambulance driver has also been reportedly performing his duties in Kakapora for quite some time, which has added to the woes of the patients in the vicinity.



Pertinently, the PHC Parigam caters to a large portion of the population and includes villages like Wanpora, Parigam, Khalisa Parigam, Jagir Parigam, Urwan and other adjacent villages.

SRINAGAR — In a stunning revelation, the Jammu & Kashmir Government has disclosed that 91 official websites remain non-operational, affecting public access to vital services across the Union Territory.



As per the news agency KNO, the Jammu & Kashmir e-Governance Agency (JaKeGA), in response to a Right to Information (RTI) application filed by Syed Adil—an activist from central Kashmir’s Ganderbal district—confirmed that the websites are down due to the non-availability of 'safe to host' certificates.



According to the agency, the websites were taken offline because the concerned departments failed to conduct mandatory security audits.



It further stated that these audits are now underway through CERT-In empanelled agencies. “In addition, websites already hosted by the Jammu & Kashmir State Data Centre and lacking a 'safe to host' certificate are being audited by the third-party auditor, M/S Grant Thornton, appointed by the Government of Jammu & Kashmir,” reads the response from JaKeGA’s administrative officer, who also serves as its Public Information Officer (PIO) under the RTI Act.



To a query whether any temporary or alternative arrangements had been made to ensure service continuity, JaKeGA dodged the question, saying, “The information in this regard can be provided by the concerned departments.”



These websites have been inaccessible since the first week of May.



Speaking to KNO, Syed Adil slammed the government’s failure to restore these websites.



“It has been officially revealed that 91 websites are down, but the actual number could be around 150,” he said. “There has been little follow-up from the government to restore these websites, which reflects a lack of seriousness.”



Minister for Information Technology, Satish Sharma, couldn’t be contacted for comments.
