School timings to change from 1st of April
Srinagar: Government Monday ordered a change in school timings of Kashmir division from first of April.
An order issued by the Directorate of School Education, Kashmir stated that both the government run schools and private schools within the Srinagar municipal limits shall operate from 9 AM to 3 PM while as the schools outside the Srinagar municipal limits shall operate from 10 AM to 4 PM, with effect from 01-04-2016.

ICC World T20 TV production firm 'severs' Kashmir from India
Srinagar: Well-known London-based television production company Sunset+Vine has 'severed' a portion of Jammu and Kashmir in its official manual for the ongoing ICC World Twenty20. Sunset+Vine is producing the telecast for STAR India Pvt. Ltd., broadcast rights holder of the ICC.
On Page 4 of the 25-page manual (see photo), which has been distributed internally to the members of the production team, Sunset+Vine has printed a map of India on which the venues where the matches of the World Twenty20 are being played have been marked.
In the map, the company has shown the northern-most portion of Jammu and Kashmir—that Pakistan lays claim to and over which India and Pakistan are in constant talks—outside India's borders.
However, Sunset+Vine has not explained why it choose to take that part 'out of India' when India vehemently claims that portion to be an integral part of India.
Congress leader Manish Tewari, who was the Union Minister of State for Information and Broadcasting, in the previous UPA government said it was the sacrilege to redraw India's map.
"It's a matter of serious concern. The government of India should either deny permission to this company to operate in India, in terms of whatever coverage they do of cricket, till the time they correct the map," Tewari said as reported by Outlook.
"Maps of India are available with the Survey of India. There is an advisory of the Ministry of I&B, which I [as Minister] had issued way back in 2012, saying that anybody who portrays the map of India it should be in consonance with what the Survey of India portrays, either in the physical or political map of India," he pointed out.
"Therefore, anybody who is not in consonance with that particular rule should not be allowed to operate in India in any manner. The government of India needs to be a little more aggressive in ensuring that whatever if the map of India, as delineated by the Survey of India, that should be portrayed by any entity which wants to operate in India in any manner," he says.
It is, however, not the first time that a foreign production company engaged in a cricket event in India has voluntarily decided to redraw the map of India.
In 2013, International Management Group (IMG), another London-based global giant, had made a similar transgression during the IPL. IMG produces the telecast for Multi Screen Media.
At the time also, the IMG had chopped off almost the same portion of Jammu and Kashmir as Sunset+Vine has done, in its 76-page production manual. However, IMG had, alongside the India map, written these words: "The borders of Kashmir are in dispute. India, Pakistan and China have differing claims, therefore the border of India may not be correct."
This time, Sunset+Vine has not printed any such clarification.
The India map appears on the page next to Sunset+Vine chairman Jeff Foulser's 'welcome' message for his production unit.
Interestingly, this manual has been prepared for a tournament that is being played in India and an Indian, Shashank Manohar, is chairman of the International Cricket Council, which organises World Twenty20.
Sunset+Vine has made another major error on the same page on which the map has been printed. It has shown only seven venues for the ICC World Twenty20 whereas matches are being staged at eight centres.
The missing city is Chennai. And the production manual also does not identify on the map where Chennai is, unlike the seven cities shown.

Shahid Afridi and fast bowler Mohammad Amir were cheered and loved most. In Pakistan's match versus New Zealand which was played on March 22, Kashmiri spectators were seen shouting at Mohammad Amir, asking him to break the stumps.

Non-stop chants of “Pakistan Jeetega” and “Afridi Lala and “Afridi Lala” were heard minutes before the start of the game at the 27,000 capacity venue.
Pakistan had good support even in the game against New Zealand here, something that was acknowledged by captain Shahid Afridi.

Pay Scale: Candidates selected for Head Constable posts will get Pay Scale of PB-1 i.e. Rs. 5200/- to Rs. 20,200/- plus Grade Pay of Rs. 2400/- per month plus Dearness Allowances, Ration money etc.
Educational Eligibility: Qualification of Bachelor of Teaching or Bachelor of Education or equivalent or degree with Psychology as main subject from a recognized University or Institute can apply.
Age: Candidates should not be born later than 22nd April, 1996 and not before 22nd April, 1991 i.e. age limit should be in between 20 years to 25 years. Cut-off date for reckoning age limit is 22nd April, 2016.

Srinagar: Former chief minister Omar Abdullah on Monday questioned the hesitancy on the part of PDP chief Mehbooba Mufti over joining hands with the BJP to form the government in Jammu and Kashmir and said that the Governor should announce fresh polls if there is further delay in this regard.
The National Conference leader, who called on Jammu and Kashmir Governor NN Vohra, later told the media that the latest political development in the state is hampering development and people are bearing the brunt of the same.
"From the last two months, this state is waiting for government formation. Mehbooba Mufti had a secret meeting with Amit Shah but nothing has happened, she came back and Muzaffar Baig said there is some misunderstanding and PDP has said that they are not asking for anything new," Abdullah said.
"So, why are we waiting for government formation? She is so indecisive right now," he added.
Abdullah said that his party does not believe in horse trading.
"If the BJP-PDP do not come together and PDP don't take support of Congress then the Governor has to dissolve the assembly. The National Conference is in favour of mid-term polls in view of Jammu and Kashmir stalemate: ," he added.
BJP leader Ram Madhav had on Friday said the situation still remains the same, adding the PDP has to stop coming up with new issues every now and then. PDP chief Mehbooba Mufti yesterday met BJP president Amit Shah in the national capital but the agenda of the meeting was not made clear.
Both sides maintained silence on the meeting. Sources, however, said that it was part of the intense efforts being undertaken by the two parties before resuming the coalition.
Reportedly, the PDP has toughened its stance after Mufti Mohammed Sayeed's demise by seeking concrete plans for the state's development before the coalition could be resumed. However, this has irked the BJP, which wants the alliance to continue without any new condition.

Srinagar: PDP president Mehbooba Mufti is likely to call a meeting of senior party leaders in the coming days to clear the “misgivings” about the deadlock over government formation in Jammu and Kashmir with BJP.
“The PDP president is likely to hold a meeting with senior party leaders in the next few days to inform them about the last week’s developments on government formation,” sources in the PDP said. The sources said the date of the meeting has not been finalised yet as several senior party leaders are stuck in Jammu “due to closure of the Jammu-Srinagar National Highway”.
The PDP and the BJP failed to end the deadlock on government formation as the meeting between their respective party presidents—Mehbooba and Amit Shah on Thursday—could not make any headway.
While the BJP said it could not form the government based on fresh conditions put forth by the PDP, the regional party maintained that there were no new demands made by it but it only wanted assurances on a timeframe for implementation of the “Agenda of Alliance” agreed between the two parties last year.
“The BJP is trying to give an impression that the PDP is making some new demands for the government formation which is not true.We only want implementation of the agenda of alliance.These misgivings have to be cleared,” the PDP source said.
The sources said the issues flagged by the PDP president during her meeting with BJP top leaders are part of the agenda of alliance which was finalised by PDP patron Mufti Mohammad Sayeed with the national party.
“The PDP president has made it clear time and again that she will stand by her father’s decision of forming an alliance with the BJP as he was convinced that it is in the interests of the people of the state. All that Mehbooba wants to ensure is that the promises made to her father in terms of political initiatives and economic progress of the state see the light of the day,” they said.
The sources said Mehbooba may also hold a press conference “in a day or two” to put forth her party’s stand on the ongoing deadlock.
Jammu and Kashmir was put under governor’s rule on 8 January, a day after the death of incumbent Chief Minister Mufti Mohammad Sayeed. If the deadlock over government formation continues, governor N. N. Vohra, who has been the helm of administrative affairs in the state for over two months now, will have not option but to dissolve and assembly and recommend holding of fresh assembly elections.
While the legal experts here are divided on the section of the Constitution of Jammu and Kashmir to be applied for dissolution of the assembly, Vohra will have to do it between 9 April and 8 July this year.
According to Section 53 of the state constitution, the governor is bound to dissolve the assembly if more than six months lapse between the last sitting and first sitting of two sessions of the legislature.
The sitting of the assembly was held on 10 October last year.
According to section 92, governor’s rule will automatically come to an end after six months of its imposition.
“Any such Proclamation (Governor Rule) whether varied under subsection (2) or not, shall except where it is a Proclamation revoking a previous Proclamation, cease to operate on the expiration of six months from the date on which it was first issued,” subsection 3 of Section 92 reads.
PDP emerged as the single largest party in the 2014 assembly polls with 28 seats (now 27 following Sayeed’s death) in the 87-member house.
The BJP has 25 seats followed by National Conference (15) and Congress (12) and People’s Conference (2). (PTI)

Finance Minister Arun Jaitley
New Delhi: The Bharatiya Janata Party (BJP) is fully committed to the agenda of governance in Jammu and Kashmir, Finance Minister Arun Jaitley said on Sunday.
Speaking about the discussions held at the National Executive meet here, Jaitley talked about the government formation issue in Kashmir as well as the Jawaharlal Nehru University (JNU) row.
On Jammu and Kashmir, he said: "We stand fully committed as far as the agenda of governance (signed with the Peoples Democratic Party)."
But he added that there was a reference to "national security" in the Kashmir resolution.
On JNU, Jaitley said: "Though on the first day some people did come and raise anti-national slogans in JNU, by and large in the entire debate on the anti-national slogans, the ultra-left was in the forefront."
"In fact the members or leaders of the minority community did not come up. Most of them didn't comment or participate in that debate," he added.
He said: "Ideology of nationalism is driving force for BJP. Free speech can co-exist with idea of nationalism. While our Constitution allows for free speech and dissent, it does not permit destruction of the nation."
Jaitley said that on the Ishrat Jahan case, the Congress-led United Progressive Alliance government undermined national security.
"When the Congress was in power, the manner in which they attempted to undermine national security in the Ishrat Jahan case was also raised in the meeting."
He said the BJP meeting also discussed how we streamlined defence procurements to avoid corruption and how India could improve relations with neighbouring countries and across the world.
He stressed on the idea of encouraging Dalit entrepreneurs.
"There is an effort by the government to encourage and strengthen Dalit entrepreneurs as an institution. Our main focus is economic and social inclusion, good governance," said Jaitley.
"There is a chapter on poverty alleviation. All the economic policies of the government and the initiatives launched by the government were discussed," he added.
"There is a proposal to increase BJP membership in the areas that are not BJP strongholds. We have already shown improvement in all states," Jaitley said. (IANS)
